About this opportunity

The City of St. Petersburg, Florida is requesting quotes for heavy-duty mechanical screw anchors and associated washers for modular bike lane separator installation, with responses due October 28, 2026 at 3:00 p.m. Questions are due October 23, 2026. This is a goods procurement under a master supply agreement, not a construction contract, despite the presence of construction bond and light construction agreement templates in the file set.

The required product is 1/2" diameter by 6" length carbon steel, zinc-plated screw anchors with hex heads sized for 3/4" sockets, compatible with standard impact wrenches or drivers. All products must be new, unused, and current production, free from defects, with manufacturer warranties honored by the vendor. Delivery location is 1744 9th Avenue N, St. Petersburg, Florida 33713. The City requires an initial guaranteed purchase of 4,800 screw anchors and 4,800 washers, with subsequent orders priced at unit rates established during the proposal phase. Pricing must be quoted FOB Destination with freight included. Unit prices remain firm for the initial twelve-month period; thereafter, either party may request price adjustments supported by written documentation.

The initial contract term is three years, with the City reserving the right to renew for two additional one-year periods under the same terms and conditions contingent upon mutual written agreement. Vendors must be registered with the Florida Division of Corporations and possess appropriate contractor licensing if required. Responses must be submitted electronically through the OpenGov Procurement portal.

Participation by small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) is voluntary with no mandatory minimum participation levels required for contract award. A Subcontractor Utilization Plan documenting outreach and engagement efforts is required but does not affect responsiveness if zero diverse business participation is proposed. Vendors must maintain commercial general liability insurance of at least $1 million per occurrence and $2 million aggregate, and commercial automobile liability insurance of $1 million combined single limit.
