About this file

This is a Subcontractor Utilization Plan form for a City of Tampa Bay contract opportunity seeking a qualified vendor to supply heavy-duty mechanical screw anchors and associated washers for the installation of additional modular bike lane separators in Florida. The form requires proposers to document their intent and efforts to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region. Proposers must describe their outreach, education, mentorship, and process improvement initiatives designed to reduce barriers to participation and increase diverse business engagement throughout the contract execution.

Participation by small, veteran, minority, and women-owned business enterprises is voluntary with no mandatory minimum participation levels required for contract award consideration. Proposers are not deemed non-responsive for submitting a Subcontractor Utilization Plan with zero diverse business participation; however, the City encourages proactive engagement with these business categories. The form requires proposers to specify anticipated percentages of contract amounts allocated to each subcontractor category (SBE, WBE, Veteran-Owned, and MBE) and list all anticipated subcontractors in their respective categories.
