About this file
This is a Subcontractor Summary worksheet instruction document issued by the City of St. Petersburg, Florida, for use in bidding on city projects. The document establishes the framework and procedures for prime contractors to identify and report subcontractors on their bids. For the Shelter project referenced, up to 80% of the contract work may be subcontracted. Prime contractors are required to complete and submit this worksheet with their bid, providing complete information for each intended subcontractor, including company name, business address, project supervisor contact information, trade classifications, and subcontract amounts. The document specifies that subcontractors cannot be changed or substituted after a prime contractor is awarded and the pre-construction meeting is held, except under specific circumstances such as licensing issues, financial insolvency, performance failures, or substantial delays to project progress. Requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management Contracts Compliance Manager.
The worksheet requires identification of whether subcontractors are Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) contractors. Any SBE subcontractors used to meet mandatory SBE percentage requirements must be replaced with another SBE contractor if substitution becomes necessary, unless the prime contractor demonstrates SBE requirements are being met through alternative means. The document permits only first and second tier subcontractors unless otherwise specified in contract documents. Notably, these subcontracting restrictions do not apply to FDOT Local Agency Program (LAP) projects or federally funded projects. The worksheet includes designated fields for tracking additions and deletions of subcontractors with corresponding reason codes and city approver authorization.
