About this opportunity

The Texas Department of Public Safety is requesting bids on janitorial services for the DPS Driver's License Office at 12511 Airport Road, Hearne, Texas, under IFB 405-26R0024627, with bids due October 13, 2026, at 5:00 P.M. Central Time and a mandatory pre-bid site visit on September 29, 2026, at 10:00 A.M. CST.

The service location comprises 1,120 usable square feet requiring once-weekly janitorial coverage. The scope encompasses general cleaning (40% proration), restroom sanitation (30% proration), and floor maintenance (30% proration). General cleaning includes dusting, disinfecting drinking fountains, spot washing doors and walls, and maintaining exterior surfaces. Restroom sanitation requires scouring and disinfecting fixtures, mopping with disinfectant, and daily dispenser refills. Floor maintenance includes sweeping, damp mopping, vacuuming carpeted areas weekly, and stripping and waxing vinyl composition tile floors semi-annually. The contractor must provide all supplies, tools, and equipment except paper towels, toilet paper, toilet seat protectors, hand soap, and trash liners, which DPS supplies. Monthly prorated invoices are due by the fifth of each month, contingent on DPS approval.

The contract term is five years commencing November 1, 2026, through August 31, 2031, with a DPS option to extend for an additional six-month period under identical terms. Pricing is submitted on a no-minimum, as-needed basis with no guaranteed compensation. Bidders must submit audited financial statements for the previous two years, a Dun & Bradstreet report, or alternative solvency documentation.

Bidders must provide the Information and Certifications Form, W-9, AP-152 Texas Identification Number application, Direct Deposit Authorization (if applicable), and proof of Texas business certification. Contractors are subject to E-Verify verification, drug-free workplace certification, background checks at contractor expense, and compliance with Texas boycott and foreign-adversary statutes. DPS retains ownership of all work products and may terminate for convenience with 30 days' notice or for non-performance with written notice of default.

Evaluation follows the best value standard under Texas Government Code, with consideration of past performance ratings, vendor performance tracking system scores, and reference checks. Questions are due October 2, 2026, at 5:00 P.M. CST, with anticipated Q&A posting by October 7. Bids remain valid for 180 days after opening. Award is anticipated October 20, 2026. The Contract Monitor is Daniel Feltman; invoices route to APInvoices@dps.texas.gov.
