About this file
This document is an instructional exhibit from the Texas Department of Public Safety (DPS) regarding vendor submission procedures for the Hearne Janitorial Services solicitation. The file provides guidance on the DPS Online Bid Room system, which is an optional electronic submission platform available to vendors responding to solicitations. Vendors are instructed to carefully review the complete solicitation package, including all exhibits, before submitting responses. The document emphasizes that responses must be submitted in the form and manner specified in the solicitation package by the designated due date and time, and that failure to adhere to these requirements may result in disqualification. The DPS point of contact identified in the solicitation package must address any questions regarding the solicitation.
Access to the DPS Online Bid Room requires a two-step registration process: vendors must first register at the designated portal and may require up to two business days to receive login credentials via email. The document stresses the importance of allowing adequate time for registration to ensure timely bid submission, as late responses are not accepted. Vendors are directed to utilize available resources including the Online Bid Room Vendor Tutorial, User Guide, and Frequently Asked Questions. The document clarifies that technical difficulties with the optional online system do not constitute grounds for protesting a contract award, and that electronic submissions through the portal will receive automated confirmation of receipt through the system.
