About this opportunity
The Oregon Department of Consumer and Business Services, Division of Financial Regulation, is seeking actuarial consulting services to support strategies for maintaining a stable commercial health insurance marketplace through RFP S-44000-00009689. The contract will provide comprehensive actuarial analysis for the Oregon Reinsurance Program, including modeling scenarios, updating payment parameters, calculating data elements for federal agencies, and potential additional analyses related to legislative bills and policy implementations. Proposers must have at least five years of health insurance actuarial analysis experience within the last seven years, with demonstrated work in at least two states conducting Affordable Care Act implementation analyses. Key personnel are required to be fellows or associates of the Society of Actuaries and members of either the Society of Actuaries or American Academy of Actuaries. The evaluation will include scoring for technical and price proposals, with pricing determined by comparing proposed hourly rates against the lowest submitted price. Proposal submissions are due on January 15, 2025, at 2:00 PM PT, with the state anticipating issuing a notice of intent to award on February 17, 2025. The initial contract term is two years, with potential renewals extending up to a maximum of ten years.
The state encourages participation from certified disadvantaged businesses, specifically targeting minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Proposers must develop a Certified Disadvantaged Business Outreach Plan that demonstrates steps to ensure equal opportunities for certified firms in potential subcontracting. Previous contractors for similar services include Wakely (five years) and NovaRest (five years). The contract requires access to federal clearing house healthcare data, including EDGE Server data, and will involve modeling scenarios with and without enhanced premium tax credits beyond 2025. While specific budget information is being kept confidential until contract award, the state is preparing for potential contingency planning, including reestablishing a state reinsurance pool if the current PPACA 1332 Waiver sunsets. Proposers must submit detailed documentation including references, responsibility inquiries, and certifications of compliance with state laws and regulations. The state has identified five companies as potential proposers: Health Management Associates, Lewis & Ellis Inc., Milliman Inc., NovaRest Inc., and Oliver Wyman Actuarial Consulting Inc.
