About this file

This Q&A document is from the Oregon Department of Consumer and Business Services regarding RFP #S-44000-00009689 for Market Stabilization Actuarial Services. The services requested include analysis and modeling for the Oregon Reinsurance Program, updating payment parameters, calculating data elements for CMS/CCIIO pass-through funding, and potential additional actuarial analyses. The contract term is a minimum of 5 years with the potential to extend up to 10 years. The scope includes both annual actuarial services and potential additional analyses related to legislative bills and policy implementations that impact the Oregon Reinsurance Program.

The incumbent providers were Wakely for five years followed by NovaRest for five years. The successful bidder must have access to federal clearing house healthcare data, including EDGE Server data. Budget information is being kept confidential until contract award. The work includes modeling scenarios both with and without enhanced premium tax credits beyond 2025, and potential state programs that could affect ACA market coverage demand. The state is also considering contingency planning for a replacement program if the PPACA 1332 Waiver sunsets, which would involve reestablishing a state reinsurance pool.
