About this file
This Statement of Work is issued by the Commonwealth of Pennsylvania, Department of General Services (DGS) Bureau of Procurement, and establishes an Invitation to Qualify (ITQ) for Hazardous/Residual Waste Removal Services. The ITQ qualifies responsible and responsive contractors to pick up, transport, and dispose of hazardous and residual waste generated by Pennsylvania state agencies, excluding municipal waste collection. The contract will commence on the Contract Effective Date and extend through December 31, 2031, with an option for one additional five-year renewal term. Pickup locations will be specified in subsequent Requests for Quote (RFQ) issued to qualified contractors through the Commonwealth's Custom e-Procurement system.
To qualify for this ITQ contract, prospective contractors must possess a valid Pennsylvania Department of Environmental Protection (PA DEP) Hazardous Waste Transporter License, demonstrate a minimum of two years of relevant experience in the commodity code category selected, and identify the specific county or counties they can serve. Contractors will select appropriate commodity codes during the qualification process to specify their service categories. Once qualified, contractors will respond to RFQs issued by Commonwealth agencies, which may be scored using either a Best Value method (evaluating cost against other pertinent criteria to determine greatest value) or a Low Cost method (selecting the lowest responsive and responsible bid). Award of an ITQ contract does not guarantee receipt of business, and contractors are encouraged to actively market their services and respond to RFQ requests. All qualifications must be submitted electronically through the PA JAGGAER Portal, and prospective vendors must first register in the PA Supplier Portal to obtain a vendor number.
