About this opportunity
Barrow County Schools School Nutrition Program is issuing a Request for Proposal (RFP) to procure a complete food service equipment serving line for Haymon Morris Middle School in Winder, Georgia. The procurement encompasses six items: two cashiers counters, two cold serving counters with food shields, and two hot food counters with six wells and food shields, all of which must be manufactured by ACF Custom. All equipment must be delivered, uncrated, installed, and operational at the school site located at 1008 Haymon Morris Road, Winder, Georgia. Successful vendors must provide schematics, parts lists, operating manuals, and on-site training for all equipment, along with a one-year parts and labor warranty. The RFP was posted on February 19, 2026, with a deadline for written questions on March 4, 2026, and sealed bids due by March 24, 2026, at 4:00 PM at 179 W Athens Street, Winder, Georgia. Bid opening is scheduled for March 25, 2026, at 9:00 AM, with contract award anticipated within approximately 60 days. Award evaluation will be based on the lowest responsive and responsible bidder, with points allocated as follows: purchase price (50 points), experience with school districts (10 points), delivery and installation timeline (10 points), local proximity within 2 hours (20 points), and vendor responsiveness to required information (10 points).
Bidders must be properly incorporated or licensed in Georgia and must maintain no record of substandard work. The RFP does not indicate specific set-asides for disadvantaged enterprises; however, all vendors must comply with Buy American provisions, debarment certification requirements, E-Verify requirements, and various federal civil rights statutes. The contract will commence upon award and execution for School Year 2026, with options to extend up to three months at the same bid pricing or renew by mutual written agreement. All bid prices must be firm for 30 days from the contract award date and must include all charges for packing and transportation, with fuel charges not added separately. Vendors must maintain minimum insurance coverage of $500,000. No incumbent vendor or budget range is specified in the RFP documentation.
