About this opportunity
The City of Green Bay Department of Public Works is soliciting bids through Request for Bid #2026-09 for hauling, disposal, and mobilization of contaminated soil from seven reconstruction projects within Brown County, Wisconsin. The procurement seeks qualified contractors to provide labor and equipment services for loading, hauling, and disposing of petroleum, lead, solvent, and solid waste-contaminated soils to Wisconsin Department of Natural Resources (WDNR)-approved facilities, including GFL Hickory Meadows Landfill in Hilbert, Wisconsin; Waste Management Ridgeview Security Landfill in Whitelaw, Wisconsin; Outagamie County Landfill; and Brown County South Landfill. Project quantities across the seven sites range from an estimated 42 tons to 1,500 tons, with a total estimated volume of 4,002 tons requiring between one and three mobilizations per project. Contractors must mobilize to site within 48 hours of Engineer notification and complete removal within five days of written order to proceed, with work anticipated to commence in Spring 2026 and be completed by Fall 2026. Bidders must submit pricing on a per-ton basis including all load, haul, and disposal costs, excluding landfill tipping fees paid directly by the City, as well as separate mobilization fees per project. Qualified contractors must have a minimum of five years of experience in hauling and disposal services, provide three references from comparable-sized institutions, and submit a Statement of Qualifications no later than five days before the bid due date of March 31, 2026, at 2:00 PM CDT. Questions regarding the procurement must be submitted by March 19, 2026, with addenda to be posted by March 20, 2026.
The solicitation does not indicate any set-aside designations or restrictions on organizational types that can respond, nor does it reference disadvantaged enterprise requirements. Contractors must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000), Business Automobile Liability ($1,000,000), Contractors Pollution Liability ($1,000,000 on an occurrence basis), and Workers' Compensation, with all policies maintaining the City of Green Bay as additional insured and including a 30-day cancellation notice provision with an AM Best rating minimum of A+. No incumbent vendors or current contractors are identified in the documentation. The sample contract provides an accounting estimate of $59,334 based on 6,600 tons at $8.99 per ton; however, actual quantities and costs may vary from this estimate. Payment terms are established at Net 30, with invoices processed within 30 days of receipt for accepted work. The contract term is contingent upon City Council approval and applies to the 2026 season only, with all work required to comply with the City of Green Bay Standard Specifications and Construction Standards for Public Works (2024 Edition with 2025 Supplemental Provisions) and the State of Wisconsin Department of Transportation Standard Specifications for Highway and Structure Construction.
