About this file

This is a Special Provisions document for Request for Bid 2026-09 issued by the City of Green Bay, Wisconsin, for soil hauling, disposal, and mobilization of contaminated soil. The scope of work encompasses loading and transporting petroleum, metals, solvent, and solid waste-contaminated soil to WDNR-approved disposal facilities, including GFL Hickory Meadows Landfill in Hilbert, Wisconsin, Waste Management Ridgeview Security Landfill in Whitelaw, Wisconsin, Outagamie County Landfill, or Brown County South Landfill. Seven projects are identified across Green Bay locations with varying contamination types and tonnages, ranging from 42 tons to 1,500 tons, requiring between one and three mobilizations per project. The work is expected to commence in Spring 2026 with completion anticipated by Fall 2026. Contractors must mobilize to the site within 48 hours of Engineer notification to remove stockpiled soil. Bidders are required to examine all project sites, plans, specifications, and contract documents before submission, with the proposal submission constituting conclusive evidence of site investigation completion.

Payment shall be calculated on a per-ton basis for material loaded and hauled to the landfill as measured at the facility, excluding tipping fees which will be paid directly by the City of Green Bay. Contractors will additionally receive payment for each mobilization to the site when contacted by the Engineer to remove stockpiled material. The contractor is responsible for maintaining polyethylene sheeting over contaminated soil at the end of each workday, with sheeting maintenance and replacement costs considered incidental to the contract. Bid quantities listed are for bidding purposes only and may vary during contract execution without adjustment to unit costs. All work shall comply with the City of Green Bay Standard Specifications and Construction Standards for Public Works (2024 Edition with 2025 Supplemental provisions) and the State of Wisconsin Department of Transportation Standard Specifications for Highway and Structure Construction.

When the plans or special provisions contain information relative to subsurface exploration, locations of underground structures, borings, soundings, water levels, elevations, profiles or other investigations, such information represents only the best knowledge of the Engineer and was obtained for design and estimating purposes only. It is made available to the bidder to provide him/her with the same information available to the Engineer, and is not intended as a substitute for personal investigation, interpretation and judgment of the bidder.
