About this opportunity
The Commonwealth of Kentucky Department of Corrections is requesting proposals for the operation and management of fully operational Reentry Service Centers and Recovery Kentucky Centers to provide residential reentry and substance use disorder treatment services, with proposals due October 14, 2026, at 3:30 p.m. ET under RFP 758 2500000122. The Commonwealth reserves the right to award multiple contracts throughout the solicitation period and does not guarantee a minimum number of beds per vendor or location.
Vendors must establish facilities capable of accepting residents immediately upon contract execution; facilities may be new, renovated, or existing structures located anywhere in Kentucky and may be operated by nonprofits, small businesses, or organizations working through subcontractor arrangements. Reentry Service Centers serve felons, probationers, parolees, and pre-release offenders; Recovery Kentucky Centers provide substance use disorder treatment. Both facility types must offer at least two evidence-based treatment programs and comply with the Prison Rape Elimination Act, all DOC policies, and applicable federal, state, and local laws. Recovery Kentucky Centers must comply with federal Housing and Urban Development requirements. Substance Abuse Program staff must be dedicated full-time positions (40 hours per week meeting 908 KAR 1:370 requirements), with programming operating 35 to 50 hours weekly under a modified therapeutic community model. All facility staff must pass criminal background checks and complete 16 hours of orientation training plus 20 hours of annual continuing education.
Compensation is fixed by facility level and offender classification on a per diem basis, ranging from $27.62 to $40.36 per day, with monthly payment within thirty days of invoice approval. The Commonwealth covers 100 percent of inmate hospital admissions exceeding one overnight stay, outpatient surgeries using general anesthesia, and drug screening program costs; vendors bear emergency room and local anesthesia procedure costs. Vendors may collect up to 25 percent of participants' gross wages upon employment; no additional fees are permitted without prior DOC approval. Vendors must maintain commercial liability, professional liability, and automobile liability insurance and bear all PREA audit costs. Facilities are subject to announced and unannounced inspections at least four times annually for Reentry Service Centers and twice annually for Recovery Kentucky Centers. Vendors must sign a fixed-pricing statement affirming that per diem rates are non-negotiable and that any attempt to negotiate rate increases constitutes material breach. Personal information security and breach notification compliance under Kentucky's KRS 61.931 et seq. is required, with 72-hour breach notification to the contracting agency, Office of Procurement Services, Commonwealth Office of Technology, and NG-KIH Program Office. An executed Annual Affidavit for Bidders, Offerors and Contractors is required; vendors may claim qualified bidder status as a nonprofit or qualified nonprofit agency for individuals with severe disabilities, or resident bidder status by attesting to authorization to transact business in Kentucky and compliance with state corporate tax filings, unemployment insurance, and workers' compensation obligations for one year prior to and through the advertisement date. Proposals must include electronic submission through the eProcurement system plus one hard copy and one thumb drive containing technical, cost, and proprietary information, directed to the Commonwealth's Administrative Services Central Office, 275 East Main Street, Room G-37, Frankfort, Kentucky 40602-2400. Contact Keith Srutowski (keith.srutowski@ky.gov, 502-564-7007) for procurement questions. Vendor written questions are accepted through September 1, 2026, with Commonwealth responses issued monthly via addenda. Six addenda have been posted as of August 26, 2026, addressing cost adjustments, EEO requirements, vendor questions responses, and buyer contact updates.
