About this file
This document is the Commonwealth of Kentucky Department of Corrections' response to the first set of vendor questions for RFP 758 2500000122 regarding Halfway Houses and Recovery Kentucky Centers. The solicitation seeks proposals for residential reentry service centers and recovery facilities to serve the Department of Corrections population. Facilities must be single-location, facility-setting operations capable of housing participants as needed based on DOC population requirements. The centers may be located anywhere in Kentucky and can be operated by nonprofit organizations, small businesses, or multiple organizations working through subcontractor arrangements. Facilities must be operational and ready to serve participants at the contract effective date, with no guaranteed minimum participant numbers per location or annually.
Compensation for the contract is structured as a daily per diem fee, which represents the only invoiceable fee to the state. Vendors may collect up to 25 percent of participants' gross wages upon employment, representing the only additional charges permitted beyond the state-paid per diem. The per diem rates are specified on page 29 of the cost section of the RFP. Current contract rates mirror those listed in the solicitation, and any additional funding opportunities beyond the state contract must receive prior approval from the Department of Corrections. The contract does not include an execution or ramp-up period; facilities must be fully operational at the contract's effective date.
