About this file

This document is a Commonwealth of Kentucky Department of Corrections (KYDOC) vendor question response form related to RFP 758 2500000122 for Halfway Houses and Recovery Kentucky Centers. The RFP solicits vendors to establish and operate Reentry Service Centers (RSCs) and Recovery Service Centers to house individuals under probation and parole supervision or reduced-custody inmates. Vendors are expected to be prepared to accept clients immediately upon contract approval rather than develop facilities post-award. The facilities do not require security infrastructure such as barbed wire, as residents do not present flight risks or require secured detention. The contract does not establish minimum or maximum bed requirements; instead, KYDOC will fill available beds according to operational needs in designated service areas.

KYDOC will determine bed allocation based on regional demand and vendor capacity. No specific pricing terms, set-asides, funding amounts, or contract duration information is provided in this vendor question response document. The responses indicate that KYDOC's approach prioritizes vendor flexibility in facility capacity while maintaining readiness to serve populations immediately upon contract execution. This represents a continuation of KYDOC's previous contracting methodology for halfway house and recovery services.

Example -Section 30.060.nnnRFP 758 2500000122##
Do we have to currently have the site for a RSC developed, or once awarded the contract, develop it?It is the intent of KYDOC for the Vendor to be prepared to take clients upon approval of the contract.
Is there a minimum or maximum on the number of offenders it should support? There is no minimum or maximum on the number of beds required at a Recovery Service Center. In previous solicitations, Vendors would provide KYDOC with the number of beds they had available and based on KYDOC's needs in that area, we would fill the bed available as needed.
Does the building have to have bobwire or anything like that to ensure people cannot leave? No - Individuals housed in these facilities are either under probation and parole supervision or inmates who are reduced custody and do not require placement at a secured facility.
