About this opportunity
The New York State Department of Corrections and Community Supervision is requesting bids for a five-year commissary contract at Hale Creek Correctional Facility covering food, non-food, and tobacco items, with bids due June 9, 2025, at 1:00 PM and questions due by May 20, 2025. Award will be made on a line-by-line basis to the lowest responsive and responsible bidder, with food items evaluated by lowest price per ounce and non-food items by lowest price per unit. No set-aside or preference goals apply: SDVOB, MBE, WBE, and DBE goals are all 0.00%, though bidders are encouraged to utilize New York State-certified minority- and women-owned businesses as subcontractors, service providers, and suppliers.
The scope encompasses approximately 68 food and beverage items (including beverages, produce, proteins, condiments, breakfast items, and snacks with estimated annual quantities ranging from 100 to 17,500 units), non-food commissary supplies, and tobacco products (cigarettes, cigars, loose tobacco, and lighters). All products must contain safety seals or tamper-proof caps and exclude glass containers and alcoholic content. Estimated annual sales volumes and item sizes are specified on the provided bid sheets; vendors must submit pricing using only the attached bid sheets and may face disqualification for non-compliance.
The contract term runs August 1, 2025, through July 31, 2030. Delivery must occur within seven days of purchase order receipt, Monday through Friday between 8:00 AM–11:00 AM and 1:00 PM–2:15 PM. Bid prices must be firm for the initial six months; thereafter, price adjustments are permitted only for documented manufacturer increases and require written DOCCS approval. Recent contract holders include Care Supply, Donohue Candy, Harold Levinson, Mountain Candy, Tripi Foods, McKee Foods, Keefe, North Shore, Union Supply, Performance Foods, The Liberty Store, Walkenhorst, and National Food Group. Bidders must provide Workers' Compensation insurance, disability benefits coverage, New York State vendor registration, and tax compliance documentation. Original bid packages must be hand-delivered or sent via courier to 279 Maloney Road, Johnstown, NY 12095-3769; email and facsimile submissions are not acceptable.
