About this opportunity

Georgia State University, operating under the Board of Regents of the University System of Georgia, is issuing a Request for Proposals (eRFP) for a one-year agency contract with nine one-year renewal options to establish a comprehensive turnkey program providing digital media assets and campus safety devices. The procurement seeks a qualified supplier to acquire, install, operate, sell advertising for, and maintain digital media advertising assets—including outdoor digital billboards, kiosks, media boards, and similar displays—at approved locations across GSU's six campus locations, as well as to install, operate, and maintain campus safety technology devices with video and analytics capabilities compatible with GSU's existing Genetec environment mounted on Georgia Power poles at designated campus locations. The selected Offeror will operate under a revenue share concession agreement structure, recovering capital and operating costs through advertising sales while remitting a percentage of Net Sign Revenue to GSU. The procurement is conducted pursuant to the State Purchasing Act (Official Code of Georgia Annotated 50-5-50 et seq.). A mandatory pre-bid meeting is scheduled for Thursday, May 14, 2026, at 10:00 a.m. at Georgia State University's Centennial Hall, 100 Auburn Avenue, Room 522, Atlanta, Georgia 30303. The Request for Proposals deadline is May 28, 2026, with posting occurring on April 29, 2026.

The solicitation document does not specify set-aside designations, disadvantaged enterprise restrictions, incumbent vendor information, or specific award values or budget ranges. Prospective Offerors should note that any proposed digital media assets and campus safety devices must integrate seamlessly with GSU's existing Genetec environment infrastructure. As this is a revenue-generating concession model rather than a traditional procurement, interested firms should prepare proposals demonstrating experience in managing similar digital media and technology asset programs, understanding of advertising revenue generation and management, technical capability to deploy and maintain the specified safety technologies, and financial capacity to fund the capital investment required for a turnkey program with anticipated cost recovery through advertising and concession revenues.
