About this opportunity
Gainesville Regional Utilities (GRU) is issuing a Request for Proposal (RFP) for the installation of a comprehensive perimeter security fence system at its Administrative Building located at 301 SE 4th Avenue, Gainesville, Florida. The project scope includes approximately 6 feet of black aluminum industrial-grade fencing around the property perimeter, four custom vehicular gates and four pedestrian gates with padlock access, two high-cycle barrier arms with commercial-grade card readers at the primary entrance, and complete integration with GRU's existing Lenel OnGuard access control platform. The primary objectives are to establish a hardened perimeter that deters unauthorized entry and pre-operational surveillance, ensure 24/7 operational continuity during elevated threat periods, streamline access management for authorized employees while controlling visitor flow, and protect executive parking areas and critical infrastructure entry points. The project must be completed within six weeks of commencement, with a firm deadline of July 31, 2026. Responses are due by 2:00 PM on Tuesday, March 17, 2026, via the GRU e-Procurement Portal, with questions required by 4:00 PM on Monday, March 9, 2026. Award will be made using a best-value methodology with evaluation weights of 35 percent for Price, 25 percent for Technical Approach, 15 percent for Contractor Experience and Qualifications, 15 percent for Project Schedule, 5 percent for Safety Program and Record, and 5 percent for Warranty and Maintenance Support. Contractors must submit pricing as a firm total lump sum cost including all materials, labor, equipment, permitting, and warranty; provide a 5 percent bid bond payable to the City of Gainesville d/b/a Gainesville Regional Utilities; and if awarded, furnish performance and payment bonds equal to 100 percent of the contract price.
The RFP does not specify set-aside designations or restrictions on organizational types eligible to respond. GRU has identified three certified subcontractors qualified for Lenel OnGuard integration—Convergint Inc., Security101, and WW Gay Fire - Sciens Corp.—though the solicitation does not restrict prime contractors from utilizing other qualified subcontractors for this integration requirement. The project requires integration with GRU's existing Lenel OnGuard access control platform, which is the critical infrastructure technology that the selected contractor must successfully interface with for gate access and entry management. All labor must be warranted for a minimum of one year, with manufacturer's warranties applying to materials. The contractor must maintain liability insurance with minimum coverages of $1,000,000 combined single limit for general liability, $500,000 combined single limit for automobile liability, and statutory workers' compensation. Payment terms are net 30 days from receipt of correct invoice. The solicitation documents do not specify an estimated award value or budget range, though pricing will be evaluated as 35 percent of the best-value methodology, indicating significant weight on cost competitiveness.
