About this file
This is an administrative building security fence plan image file associated with a Request for Proposal issued by Gainesville Regional Utilities (GRU), a Florida-based utility authority. The project encompasses the installation of a comprehensive perimeter security fence system at GRU's Administrative Building located at 301 SE 4th Avenue in Gainesville, Florida. The scope includes approximately 6 feet of black aluminum industrial-grade fencing around the property perimeter, four custom vehicular gates and four pedestrian gates with padlock access, two high-cycle barrier arms with commercial-grade card readers at the primary entrance, and complete integration with GRU's existing Lenel OnGuard access control platform. The project must be completed within six weeks of commencement, with a firm deadline of July 31, 2026. Responses are due by 2:00 PM on Tuesday, March 17, 2026, via the GRU e-Procurement Portal, with questions required by 4:00 PM on Monday, March 9, 2026.
Contractors must submit pricing as a firm total lump sum cost including all materials, labor, equipment, permitting, and warranty, along with a 5 percent bid bond payable to the City of Gainesville d/b/a Gainesville Regional Utilities. If awarded, contractors must furnish performance and payment bonds equal to 100 percent of the contract price. Award will be made using a best-value methodology with evaluation weights of 35 percent for Price, 25 percent for Technical Approach, 15 percent for Contractor Experience and Qualifications, 15 percent for Project Schedule, 5 percent for Safety Program and Record, and 5 percent for Warranty and Maintenance Support. The RFP does not specify set-aside designations or restrictions on organizational types eligible to respond. GRU has identified three certified subcontractors qualified for Lenel OnGuard integration—Convergint Inc., Security101, and WW Gay Fire - Sciens Corp.—though prime contractors may utilize other qualified subcontractors. All labor must be warranted for a minimum of one year, and contractors must maintain liability insurance with minimum coverages of $1,000,000 combined single limit for general liability, $500,000 combined single limit for automobile liability, and statutory workers' compensation. Payment terms are net 30 days from receipt of correct invoice.
