About this opportunity
The City of Fairfax, Virginia is requesting bids on grounds maintenance, mowing, landscaping services, and snow removal across multiple city properties under IFB 128764, with bids due November 6, 2026 at 1:00 P.M. EST via eVA and questions due October 23, 2026 at 1:00 P.M. EST. Contractors must demonstrate a minimum of five years of successful experience providing mowing and grounds maintenance services to state, county, federal, or commercial entities and maintain an established office location in the service area. Subcontractors are permitted for field services subject to City approval, but subcontractor qualifications cannot be used to meet prime contractor requirements.
The solicitation comprises five service categories that contractors may bid individually or in combination: Right-of-Way mowing (estimated 30 cuttings annually), Fairfax City Public Schools mowing at four locations (30 cuttings annually), Fairfax City Cemetery maintenance (mowing, mechanical edging, weed control, string trimming, leaf removal), mowing at various city facilities including City Hall and fire stations, and snow removal on hourly labor rates for vehicle plowing and optional shoveling. Work quality specifications detail mowing cycles of seven to ten days, grass heights of 3.0 to 4.5 inches adjusted seasonally, trimming, edging, cleanup, and chemical application. Contractors must submit three references per section bid, detailed equipment lists, personnel information, and local representative contact available 7:00 A.M. to 3:00 P.M. Monday through Friday.
The contract term runs November 16, 2026 through November 15, 2027, with four optional one-year renewals at CPI-U-adjusted pricing not to exceed 30 days advance notice. Required insurance includes workers' compensation (statutory), employer's liability ($500,000), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), and automobile liability ($1,000,000). The City reserves the right to award contracts by individual section or in aggregate to multiple contractors; multiple awards are anticipated for snow removal. Incumbent contractors are eligible to re-bid. Bids are binding for 90 calendar days following bid opening. A signed acknowledgment of Addendum 2 must be included with bid submissions or the bid may be rejected.
