About this file

This is Addendum #1 to Invitation for Bids (IFB) 128764 issued by the City of Fairfax, Virginia Office of Procurement Services on October 13, 2026, for Grounds Maintenance, Mowing, Landscaping Services, and Snow Removal. The addendum modifies and supersedes the original IFB document and addresses clarifications regarding service scope, contractor qualifications, and pricing. The services encompass three primary locations: Fairfax City Right-of-Way Mowing, Fairfax City Public Schools (four locations), and Fairfax City Cemetery. The addendum establishes that the City does not currently have a contract for Location in Fairfax or Snow Removal services, though three separate contracts are in place for the other service areas. Key clarifications include confirmation that bidders cannot use subcontractor qualifications to meet requirements; the contractor must be the company performing the work. For school pricing, the addendum clarifies that three annual visits should be used rather than quantities of 30, and cemetery pricing should be calculated per unit of measure (UOM) rather than total area per visit.

The addendum provides detailed pricing information for incumbent contractors: Brightview Landscapes (Contract #CTR010863) currently performs Right-of-Way Mowing at $4,073.60 per cutting for an estimated 30 annual cuttings totaling $122,208.00 annually; Blake Landscapes (Contract #CTR006772) maintains four public school sites with a current total annual price of $82,809.00 and new annual price of $85,210.46; and The Davey Tree Expert Company (Contract #CTR035623) manages cemetery services with detailed pricing for mowing, mechanical edging, weed control, string trimming, and leaf removal services across 10 acres, plus on-call labor rates for regular and emergency working foreman and grounds person positions at $66.49 to $73.13 per hour. A revised price schedule titled "Attachment 3. Price Schedule 10.13.26" has been posted on eVA. Acknowledgment of receipt of this addendum must be signed and included with bid submissions; failure to do so may result in bid rejection.
