About this opportunity
Palm Beach County Board of County Commissioners is requesting proposals for ground application services to treat invasive and nuisance vegetation in county-owned and managed lands, parks, and rights of way under RFP 26-053-JC, with proposals due July 15, 2026 at 4:00 p.m. Small business enterprise (SBE) participation is a scored evaluation criterion worth 15 points, and a business location/local preference criterion is worth 5 points — both are significant in the evaluation structure but not set-asides or restrictions.
The scope encompasses two distinct treatment zones. Zone 1 covers medium to large properties requiring substantial vehicles, specialized equipment, and personnel for aquatic, wetland, and terrestrial vegetation treatment. Zone 2 consists of smaller, more urban properties requiring fewer resources with no aquatic treatments. Proposers must meet specific equipment requirements outlined in zone questionnaires to be deemed responsive. The county may award separate contracts for each zone or a single contract for both.
The contract term is thirty-six months commencing August 18, 2026 and ending August 17, 2029, with two optional twelve-month renewal periods at the county's sole discretion. All proposers and subcontractors must register as vendors in Palm Beach County's Vendor Self Service system. Subcontracting documentation via Schedules 1–4 is required if applicable, with specific guidance provided in the Instructions_to_Complete_Schedules_1-4.pdf attachment; violations of the Small Business Development Ordinance may be reported to the Office of Small Business Development at https://discover.pbc.gov/HED/osbd.
Evaluation criteria are experience and qualifications (40 points), project approach and understanding (10 points), key personnel and operations (15 points), price proposal (15 points), SBE participation (15 points), and business location/local preference (5 points). A non-mandatory pre-proposal conference is scheduled for June 9, 2026 at 2:00 p.m. Written questions are due June 17, 2026 at 5:00 p.m. Oral presentations and selection committee meetings are scheduled for July 23, 2026. The county will post its notice of intent to award on July 30, 2026, with Board award on August 18, 2026. Proposals require one unbound original, seven bound copies, and one electronic PDF copy.
