About this opportunity

The Town of Hamden, Connecticut, through its Purchasing Department, is soliciting competitive sealed bids (Bid #2958) for grinding services related to brush, stumps, logs, and debris materials. The primary services include grinding (single and double grind), screening to 1/2 inch or finer, hauling, and off-site disposal, with pricing submitted on a per-cubic-yard basis. An optional add-alternate for firewood processing services is available, which encompasses wood processor equipment, cord-based pricing with a 50-cord minimum, hardwood and softwood separation, branch stripping, cutting to 16-inch lengths, wood splitting, and jobsite cleanup. Successful bidders must possess the necessary equipment, expertise, and capacity to handle the materials stored at the Transfer Station site located at 231 Wintergreen Avenue, New Haven, Connecticut. Additional qualifications include compliance with Connecticut prevailing wage requirements, obtaining all necessary permits at the contractor's expense, providing performance and payment bonds, maintaining comprehensive insurance coverage (workers' compensation, commercial general liability of $1,000,000 per occurrence, and business automobile liability of $1,000,000), and demonstrating non-discrimination and affirmative action compliance. Site tours can be arranged by contacting Joe Colello at 203-287-2600 or 203-619-4052, with the Transfer Station available for inspection Monday through Friday from 7:00 AM to 3:30 PM (closed 11:30 AM to 12:30 PM). The deadline for submitting written questions is May 26, 2026, at 12:00 PM to purchasing@hamden.com, and sealed bids (one original, three hard copies, and one flash drive) must be submitted to the Hamden Government Center, 2750 Dixwell Avenue, on or before June 2, 2026, at 11:00 AM, at which time they will be publicly opened.

If applicable to project funding, Public Act 15-5 set-asides require that 25 percent of contract value for contracts exceeding $50,000 be reserved for small contractors and 6.25 percent for minority business enterprises. Bid security in the amount of five percent of the total bid amount must accompany all submissions in the form of a certified check or bid bond made payable to the Town of Hamden. The contractor is responsible for daily cleanup, maintenance, fuel, repairs, and proper debris disposal at an approved off-site location; use of Town dumpsters is prohibited. No specific budget amount or award value is provided in the solicitation materials, and pricing terms remain vendor-specified with Free On Board Destination delivery terms. The Town reserves the right to accept or reject any or all bids and to award the contract to a bidder other than the lowest bidder if deemed in the Town's best interest. Bidders must specify the number of calendar days required to commence work following purchase order award, including time needed to obtain all required bonds and insurance certificates.
