About this opportunity
The City of Greenville, North Carolina, acting on behalf of the Greenville Urban Area Metropolitan Planning Organization (GUAMPO), is issuing a Request for Letters of Interest (RFLOI) to solicit consulting services for the development of a Comprehensive Safety Action Plan addressing traffic safety issues throughout the MPO's planning area, which encompasses approximately 188 square miles with a population of 161,800 residents. The consultant will be responsible for completing eight major tasks: project management, public involvement and participation, inventory and analysis of existing conditions, preliminary goals identification, demonstration activities and reporting, crash reduction strategy development, comprehensive plan development, and plan adoption with final documentation delivery. The plan must comply with Safe Streets for All (SS4A) federal grant requirements and include the identification and construction of 2-4 demonstration activities within the MPO boundary that will be measured within an established demonstration budget. All consultant firms and subconsultants must be pre-qualified by the North Carolina Department of Transportation and demonstrate experience with any combination of thirteen specified discipline codes, including community impact assessment, multimodal transportation planning, public involvement, traffic impact studies, crash analysis, and traffic safety predictive analysis. The submission deadline for Letters of Interest is April 2, 2026, at 5:00 p.m. EST, with questions to be submitted by March 30, 2026, at noon. Shortlisted firms will be interviewed on April 9-10, 2026, with the selected firm notified by April 17, 2026, and the contract term running from July 2026 through June 2028. Selection criteria weight past performance and demonstrated experience at 30%, qualifications of proposed personnel at 30%, technical approach at 30%, and quality and completeness of response at 10%.
The solicitation encourages participation from Small Professional Services Firms and disadvantaged, minority-owned, and women-owned business enterprises, though no exclusive set-asides are designated. All respondents must submit RS-2 forms and be registered with the North Carolina Board of Examiners for Engineers and Surveyors if providing engineering services. The selected firm must maintain professional liability insurance of at least $1,000,000 and comply with commercial general liability, workers' compensation, and commercial automobile insurance requirements. This is a lump-sum contract that will be partially reimbursed through Federal Highway Administration funding via the Safe Streets for All (SS4A) grant program, with payment terms of net 30 days from invoice approval. The specific contract value is not disclosed in the solicitation documents; however, the budget encompasses project management, comprehensive planning activities, and dedicated funding for the identification and construction of demonstration projects within the MPO boundary. Interested consultants should direct all submissions and inquiries to Jeffery Rashko at jrashko@greenvillenc.gov, with Letters of Interest submitted to a designated City Public Dropbox folder.
