About this file
This is Addendum No. 2 to the Request for Letters of Interest (RFLOI) for the Greenville Metropolitan Planning Organization (MPO) Comprehensive Safety Action Plan, prepared by the City of Greenville, North Carolina, acting on behalf of the Greenville Urban Area MPO. The addendum addresses clarifications and modifications resulting from general questions submitted regarding the LOI submission process and project requirements. The project focuses on developing a comprehensive safety action plan addressing traffic safety issues across the MPO's approximately 188-square-mile planning area with a population of 161,800 residents. Key modifications include clarification that Attachment 1 is no longer required with the LOI submission, confirmation that appendices materials are excluded from page limits, specification that consultants are responsible for procuring materials and equipment for 2-4 quick-build demonstration activities within an established budget, and detailed guidance on Task 5 responsibilities including installation coordination with local municipalities. The submission deadline for Letters of Interest is April 2, 2026, at 5:00 p.m. EST, with the contract term running from July 2026 through June 2028. Shortlisted firms will be interviewed on April 9-10, 2026, and the selected firm will be notified by April 17, 2026.
The addendum specifies that consultant firms and subconsultants must submit RS-2 forms and maintain North Carolina Department of Transportation pre-qualification with relevant discipline codes, including community impact assessment, multimodal transportation planning, public involvement, traffic impact studies, and crash analysis. The selected consultant must maintain professional liability insurance of at least $1,000,000 and comply with commercial general liability, workers' compensation, and commercial automobile insurance requirements. This is a lump-sum contract partially reimbursed through Federal Highway Administration funding via the Safe Streets for All (SS4A) grant program, with net 30-day payment terms from invoice approval. The contract scope includes performance measure reporting requirements addressing fatalities, serious injuries, crashes by road user category, equity metrics for underserved communities, project costs, and quantitative project benefits, with annual reporting deadlines within 120 days after the end of each performance period. All inquiries should be directed to Jeffery Rashko at jrashko@greenvillenc.gov.

Greenville MPO Comprehensive Safety Action Plan Addendum No. 2
Project Name: Greenville MPO Comprehensive Safety Action Plan RFP No.: 25-26-37 Prepared By: Jeffery Rashko Date: 3/25/2026
General Questions were asked about the Request for Letters of Interest. Answers to the questions are in red:
Q: Is there a maximum size for the LOI PDF file for upload to the City’s Dropbox?
A: There shouldn’t be a maximum file size for uploading into the City’s Dropbox. If you do find that the Dropbox link gives you any trouble, please reach out and I can have the IT department correct the issue.
Q: Is there a specific naming convention (length, characters not allowed, etc.) for the LOI PDF filename when uploading to the City’s Dropbox?
A: There isn’t a set naming convention for the filename, but I would recommend having the firm name included in the naming convention so I can differentiate between the submittals.
Q: For the Appendices section of the LOI, “Consultant Certification Form” is referenced.
Could you please clarify if that is: (Also, is this to be provided for the prime firm only, or also subconsultants?)
A: The two forms below are the referred to for the consultant certification forms in the appendices. Certificate Numbers, reference numbers, and prequalification dates Prime Consultant Form RS-2 Subconsultant Form RS-2
Q: Per the RFLOI, APPENDICES should include the Consultant Certification Form, RS-2
Forms, and resumes of key staff members. Do these materials in the Appendix count towards the page limit?
A: The material included in the appendices are excluded from the page limit of the submittal.
Q: Is a font size of 11 points or greater required for all text, or can a smaller point size be used for charts, tables, and captions?
A: Text within figures can be slightly smaller, but all other text should keep the 11-point requirement for reading purposes.
Q: Page 7, Task 5 – Could you please clarify whether the consultant’s responsibilities for the demonstration activities include procuring/purchasing materials and equipment for the quick-build installations, or whether those materials will be provided or purchased directly by the MPO/participating agencies?
A: For Task 5, The consultant will be responsible for the procuring/purchasing materials and equipment for the quick-build installation using the available demonstration activity budget included in the plan. The consultant will then coordinate with the local municipalities to install the quick builds.
Q: Page 18 - Attachment 1 – The RFP requests that Attachment 1 be returned with our submission (page 18), please clarify the instructions for completing Attachment 1?
A: Pages 18 and 19 are the City of Greenville’s Title VI information. Attachment 1 is located on page 16 and 17 of RFLOI #25-26-37. Attachment 1 is no longer required to be submitted with the LOI, and responses will not be considered unresponsive if omitted.
Q: When the consultant coordinates with the local municipalities to install the quick builds, will municipalities support any aspects of install/maintenance/removal (for example, with support from public works staff or other staff, traffic control for installation/removal days, etc.)?
A: There could be opportunity for support from city departments, however, the logistics of the task 5 item is something that would be discussed more in detail with the firm selected. For the purposes of an RFLOI, if a firm wants to include a section about project management, budgeting projects, and developing contract material, that would be the extent of what could be done.
Based on the questions asked, the RFLOI has been modified accordingly, changes can be seen starting on page 3 of this addendum. This is the final Addendum for the Comprehensive Safety Action Plan.
The Deadline for submittal is April 2nd, 2026.
RFLOI Modifications; Page 7 factors to inform bicycle and pedestrian risk, including land use, roadway characteristics, and location of transit routes/stops This information will also serve as a metric for considering demonstration activities within the MPO planning area, as well as being included in the final plan.
A. Vulnerable Road User Accessibility The Title VI plan of the MPO evaluates the disparate impact of its policies and programs to ensure that no one group is discriminated upon the basis of race, color, national origin, sex, or religion. As such, the MPO wants to address the accessibility of the network for all residents who are frequent vulnerable road users. The consultant could use techniques such as evaluating police crash reports to identify areas and neighborhoods where residents are more prone to traffic crashes or unsafe behavior, including but not limited to speeding, DUI, lower seat belt use rate, distracted driving, and pedestrian or bicyclist crashes. Additionally, the consultant could utilize the locations where residents have limited vehicle access to determine which pedestrian infrastructure and transit systems are more frequently used which can assist in determining the prioritization of corridors. Other effective methods for adequately evaluating vehicle and pedestrian safety should be found under this sub-task.
Task 4. Preliminary Goals and the Identification of Demonstration Activities The Consultant will develop a preliminary list of defined goals, objectives, and performance measures. Previously identified NCDOT HSIP goals and objectives will serve as a basis in which the Consultant will evaluate, refine, and build upon the alignment of federal, state, and regional safety planning goals. Furthermore, the Comprehensive Safety Action plan will also employ the 5 E’s of highway safety used in the Strategic Highway Safety Plan (SHSP): (1) education, (2) enforcement, (3) engineering, (4) emergency services, and (5) everyone.
Within this task, the consultant will also identify various demonstration activities within the vehicle and bicycle/pedestrian High Injury Network. This demonstration activities list is not intended to be exhaustive in nature and could include temporary infrastructure, and operational changes such as installing safer pedestrian crossings, separating bike lanes with bollards, providing additional lighting for people walking, rolling, or using mobility assistive devices to conduct educational campaigns that accompany the implementation of new or innovative infrastructure, such as roundabouts, pedestrian hybrid beacons, etc. Recommendations for demonstration activities should be responsive to identifying problems and concerns identified through data analysis and public/stakeholder input.
Task 5. Demonstration Activities and Reporting Requirements The Greenville MPO Comprehensive Safety Action Plan includes the construction, measuring, and reporting of demonstrative activities within the scope of the plan. The consultant will identify 2-4 Demonstration activities within the MPO Boundary to be developed. The development and measuring of all projects should completely be within the set budget for demonstration activities established by the MPO. The selection process for also prioritized based on the analysis of the High Injury Network (Task 2) and public input (Task 6).
These demonstration activities will be managed by the consultant, with the client taking a supporting role in coordination.
The Consultant will measure the baseline performance measures of a selected roadway in accordance with SS4A performance measure requirements (see attachment 2 Attachment 1). For the quick build projects selected for a demonstration activity, the consultant will manage the installation (in coordination with local and state agencies) of the quick build project, and the capturing and organization of data in accordance with the performance measures set out in Attachment 2 1 of the RFLOI as a minimum. The resulting data from the demonstration activities will be given to the MPO in a report format, as well as be used within the final plan to help inform the successfulness of various safety recommendations on roadways within the MPO. The Consultant
