About this opportunity
The Pennsylvania Department of Transportation (PennDOT) Engineering District-12-2 is requesting bids for uniform and shop towel rental and laundering services for Greene County, with bids due July 28, 2026. The scope covers weekly pickup and delivery of mechanic shirts and pants (light blue and dark blue with reflective striping), jackets with reflective striping, supervisor shirts (white), and red shop towels (18" x 18") for mechanics and supervisors at the fleet maintenance garage at 141 Jefferson Road, Waynesburg, PA 15370. The contractor must provide established uniform rental and laundering services with more than one year of operation and include weekly laundering, garment tracking via RFID chip or barcode label, damage repair, and size alterations.
The initial contract term is one year from the fully executed purchase order, with options to extend for two additional two-year terms at PennDOT's discretion. If renewal terms are exercised, the awarded vendor receives a 4% escalation over the initial bid price. Pricing must be quoted on a per-unit, per-week basis for eight pay items: mechanic shirts, mechanic pants, mechanics/supervisors jackets, supervisor shirts, red shop towels, damage repair, size alteration, and a material contingency line item set at $1,000 per rolling calendar year. A project kick-off meeting will be held within five business days of contract execution at a location selected by the Greene County Equipment Manager, where the contractor must bring sample garments for employee sizing.
Contractors must submit the Worker Protection and Investment Certification Form (BOP 2201) and comply with Pennsylvania's Enhanced Minimum Wage Provision ($15.00 per hour baseline, adjusted annually by CPI-U). Contractor Integrity, Contractor Responsibility, and Nondiscrimination/Sexual Harassment certifications are mandatory. Contractors must obtain workers' compensation and general liability insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence, naming the Commonwealth as additional insured. ACH enrollment is required within ten days of contract execution.
