About this file

This is an Automated Clearing House (ACH) Network Provisions document issued by the Commonwealth of Pennsylvania, applicable to all contractors conducting business with state agencies, including the Pennsylvania Department of Transportation (PennDOT) for the Greene County Uniform Services contract. The document establishes mandatory payment procedures and requirements for all contractors seeking reimbursement from the Commonwealth. Contractors must submit ACH banking information to the Commonwealth's Master Database within ten days of contract execution to enable direct deposit payments. Each invoice submitted must include a unique invoice number that will be referenced on the Commonwealth's ACH remittance advice to facilitate proper payment application and reconciliation.

Contractors are responsible for maintaining accurate and current ACH information in the Commonwealth's Master Database, as incomplete or outdated banking details may result in payment delays. The Commonwealth has designated ACH as its preferred payment method and requires contractors to comply with Pennsylvania Management Directive 310.40, effective July 16, 2021, which governs the Electronic Payment Program. Contractors may also elect to receive remittance information electronically through e-Remittance and email notifications. Additional information regarding ACH enrollment and e-Remittance registration is available through the Pennsylvania Department of Budget's vendor services portal at https://www.budget.pa.gov/Services/ForVendors/Pages/Direct-Deposit-and-e-Remittance.aspx.

(b) The Contractor must submit a unique invoice number with each invoice submitted. The unique invoice number will be listed on the Commonwealth’s ACH remittance advice to enable the Contractor to properly apply the state agency’s payment to the respective invoice or program.
