About this file
This file contains Contractor Responsibility Provisions established by the Commonwealth of Pennsylvania for use in state and local contract opportunities, including the Greene County Uniform Services contract for PennDOT Engineering District-12-2. The provisions establish certification and compliance requirements that apply to all contractors, bidders, offerors, and subcontractors engaged with the Commonwealth. Contractors must certify in writing that they are not under suspension or debarment by the Commonwealth or any governmental entity as of the bid or contract execution date. Additionally, contractors must certify they have no outstanding tax liabilities or other Commonwealth obligations, or have filed a timely appeal or are subject to an approved deferred payment plan. These obligations remain ongoing throughout the contract term and extend through the termination date.
Contractors are required to notify the Commonwealth within 15 days if they become delinquent in tax or other Commonwealth obligations, or if they or their subcontractors are suspended or debarred by any governmental entity during the contract period. Failure to provide such notification constitutes an event of default. Contractors may be required to reimburse the Commonwealth for reasonable investigation costs incurred by the Office of State Inspector General for compliance investigations that result in suspension or debarment, including investigator salaries, travel expenses, and expert witness fees. The Commonwealth maintains a current list of suspended and debarred contractors available on the eMarketplace website at http://www.emarketplace.state.pa.us for contractor verification purposes.
