About this opportunity

The Town of Greenburgh is requesting sealed bids for HVAC improvements at the Greenburgh Police Department, 188 Tarrytown Road, White Plains, New York, under a single-prime contractor model with bids due September 9, 2026 at 3:00 p.m., and a non-mandatory pre-bid conference scheduled for August 26 at 10:00 a.m.

The scope includes demolition of the existing rooftop unit RTU-6 and installation of a new packaged gas-fired heating and direct expansion cooling unit with hot gas reheat serving the Police Detective Office Suite, along with associated supply and return ductwork, natural gas piping, and a 7-day programmable thermo-humidistat. The general contractor engages mechanical, plumbing, and electrical subcontractors. The mechanical contractor performs equipment installation, ductwork fabrication per SMACNA standards, system testing and balancing, firestopping, and commissioning; provides complete operations and maintenance manuals and spare parts; and must achieve testing and balancing results within 10% variance or 2 dB, with independent verification of 25% of measurements—deviations beyond these thresholds require complete re-testing at the contractor's expense. All work must comply with the New York State Uniform Fire Prevention and Building Code and the state's Energy Conservation Construction Code.

Work commences within five days of contract execution and must be completed within eight months from notice to proceed. Each bidder must submit a 5% bid security deposit as a certified check or bid bond. The successful bidder must provide 100% performance bonds and 100% labor and material payment bonds, plus a two-year maintenance bond, and carry general liability of $2 million per occurrence and automobile liability of $1 million per occurrence. New York State prevailing wage applies. Affirmative action goals for minority manpower utilization are 11.0 to 13.0 percent for Westchester County. The Town Board awards to the lowest responsible bidder pursuant to New York General Municipal Law, reserving the right to evaluate qualifications, experience, organization, finances, and past performance. Questions are due September 2, 2026. No business enterprise has been awarded an identical or substantially similar contract within the past five years.
