About this opportunity

The State of West Virginia Division of Administrative Services, on behalf of the Division of Corrections and Rehabilitation, is soliciting bids to establish an open-end contract for grease trap pumping and high-pressure jetting services at the Lorrie Yeager Jr. Juvenile Center in Parkersburg, Wayne County. The procurement seeks a qualified vendor to provide grease trap pumping services a minimum of once monthly or as needed, with equipment compatible with the facility's 1,500-gallon grease trap interceptor, and high-pressure jetting services capable of handling pipes at least four inches in diameter with minimum specifications of 18 GPM at 4,000 PSI. All services must be scheduled during standard business hours (Monday-Friday, 8:00 AM to 5:00 PM EST) unless otherwise mutually agreed upon, with standard order delivery within 15 working days and emergency orders within 5 working days, on an F.O.B. destination basis with delivery costs included in bid pricing. The contract includes a base year plus four optional renewal years, with pricing required for all renewal periods as a condition of bid submission, and award will be determined based on the lowest overall total cost meeting the required specifications. The vendor must be the primary service provider responsible for all collection, transportation, and disposal of materials in compliance with applicable local, state, and federal regulations, designate a primary contract manager available during business hours, maintain sufficient inventory to fulfill obligations, provide quarterly reports and annual summaries, and comply with all West Virginia payment procedures. Vendors must submit electronic bids through wvOASIS or sealed delivery by March 22, 2023, at 2:30 PM EST to James Atkins, Department of Homeland Security, Division of Administrative Services, 1124 Smith Street, 2nd Floor, Suite 2100, Charleston, WV 25301, with a mandatory pre-bid meeting required for all bidders, vendor questions due by March 15, 2023, and bid opening scheduled for March 23, 2023, at 10:00 AM EST. The vendor must submit flat rate unit prices using the state-provided Exhibit A Pricing Page for all contract items and renewal years, and failure to complete the pricing page or use alternate pricing documentation will result in bid disqualification.

This solicitation does not contain disclosed set-asides, disadvantaged enterprise restrictions, or incumbent vendor information. The successful vendor must provide Commercial General Liability Insurance of $1,000,000 per occurrence and Automobile Liability Insurance of $1,000,000 per occurrence, with the State listed as an additional insured prior to contract award, and must be properly registered with the State and in compliance with all applicable federal, state, and local laws. All prospective vendors are required to submit a West Virginia State Purchasing Affidavit affirming they are not in default on monetary obligations owed to the state or political subdivisions and do not owe aggregate debts exceeding one thousand dollars, except in cases where contested or payment-planned obligations are being honored. Payment will be made in arrears only after delivery and acceptance of services via electronic funds transfer or P-Card, with pricing firm for the life of the contract and any publicly advertised sale prices extended to the State. The contract is contingent upon funds being appropriated by the Legislature, and the State reserves the right to cancel the contract immediately if materials or workmanship do not conform to specifications or upon 30 days written notice for any reason. No specific budget amount or estimated annual contract value is disclosed in the solicitation documentation.
