About this opportunity
Portsmouth Public Schools in Portsmouth, Virginia is requesting sealed bids for grease trap pumping and cleaning services across approximately 18 school facilities under ITB #1115-B-2627, with bids due August 10, 2026 at 2:00 PM at the Portsmouth Public Schools Procurement Office, City Hall Building, 801 Crawford Street, 3rd Floor. M/WBE participation is required: bidders must submit completed M/WBE subcontracting forms with their bids, and PPS has established a 13% M/WBE participation goal for this procurement; bidders must either meet this goal or document good faith efforts earning at least 50 points from specified categories, including M/WBE contact outreach, project-document provision, work breakdown into economically feasible units, bonding or insurance assistance, and financial assistance. Failure to submit M/WBE forms renders bids non-responsive.
The scope includes pumping grease tanks without skimming, water jetting and cleaning inlet and outlet lines and tank sides, providing grease collection and recycling containers, and disposing of all waste materials in compliance with local, state, and federal regulations. Services are required twice annually with emergency call-out availability. Grease trap capacities range from 500 gallons to 1,000 gallons across facilities; I.C. Norcom High School requires two separate services. Bidders must provide per-location pricing for pumping services and per-1,000-gallon rates for disposal.
The contract term is two years with three one-year renewal options commencing on the date of award. PPS reserves the right to add or delete locations with ten days' written notice and may award to multiple vendors at its sole discretion. Bid prices firm for the initial two years; after the first year, price increases may be negotiated based on the Consumer Price Index—All Urban Consumers (CPI-U), not to exceed 5% annually. Either party may terminate after the initial 12 months upon 60 days' written notice.
Bidders must be registered with the Virginia State Corporation Commission, provide E-Verify compliance if employing more than 50 employees on average and the contract exceeds $50,000, submit a W-9 form, and provide contractor employee background certifications certifying no felony convictions, sexual-abuse convictions, or crimes of moral turpitude. Debarment certification under Virginia Code 2.2-4321.1 is required. Questions are due by email to purchasing@portsk12.com by July 29, 2026. Site visits may be arranged by contacting Michael Quick, Facilities Project Manager, at (757) 393-5147 or (757) 439-0633. Payment terms are net 30 days from receipt of services or invoice, whichever is later.
