About this opportunity
The State of Utah Division of Purchasing, on behalf of the Department of Corrections, is requesting bids for grease pumping services under IFB with a proposal due date of July 21, 2026. A single contract award will go to the lowest cost responsive and responsible bidder.
The scope covers scheduled grease trap and oil interceptor pumping at 11 Department of Corrections facilities statewide, with trap capacities ranging from 800 to 10,500 gallons. Service schedules are biannual or triannual depending on location. The contractor must also provide 24/7 on-call emergency response with a four-hour response time for pipe cleaning, drain line cleaning, and video inspection services. All contractor employees and subcontractors must pass criminal background checks; individuals with felony convictions or two or more misdemeanors are prohibited from entering UDC premises without written exception approval from the Division Director. The contractor must maintain current business licenses, occurrence-based insurance, and compliance with federal, state, and local waste transport and disposal regulations.
The contract term is five years. Vendors must guarantee pricing for a minimum of two years. Bidding is based on all-inclusive per-service or per-gallon pricing submitted on a standardized cost sheet (Attachment D); any deviation from the specified format may result in bid disqualification. Bidders must also provide a rate for emergency services at other Department of Corrections locations calculated on a dollars-per-gallon basis. The total evaluated cost is automatically calculated in the cost sheet, and the lowest responsive and responsible bid wins.
Invoices are submitted monthly by the 10th and paid within 30 days under the Utah Prompt Payment Act. Vendors must submit all questions through the U3P platform during the question-and-answer period. Award notification is not binding; only a fully executed purchase order or contract creates a contractual obligation. No work, materials purchase, or subcontracting may commence until the State issues a fully executed contract.
