About this opportunity
The Commonwealth of Kentucky Department of Military Affairs issued Request for Bid (RFB) 758 2200000235 for Grease Lines Service at Fort Knox on October 27, 2021. This procurement seeks a vendor to furnish materials and labor to unhook all automotive grease lines from the equipment room at 2387 Mates Building, N. Wilson Road, Fort Knox, Kentucky 40121, with lines extending from the North and West wings to overhead reels. The scope of work includes disposal of old lines with proper documentation, installation of new lines of identical size in the same locations, connection to existing grease reels and pump in the equipment room, line purging, and operational verification. Vendors must hold a valid business license and comply with all Commonwealth of Kentucky and applicable federal laws and regulations. A mandatory site visit and completed Site Visit Validation Form (Attachment D) are required for bid consideration; interested parties must contact James Otta at (502) 607-1547 to schedule the site inspection. Written questions were due by November 2, 2021, at 10:00 AM ET, with bids due by November 10, 2021, at 1:30 PM ET. Award will be made on a best value basis using measurable criteria weighted at 90 points for price (lowest bidder receives maximum points) and 10 points for years of experience in the United States (maximum 50 years for evaluation purposes). Vendors must bid all line items or their bids will be deemed non-responsive, and all pricing must remain valid for a minimum of 60 calendar days after the bid due date on an F.O.B. Destination Freight Prepaid and Allowed basis, excluding federal excise tax and Kentucky sales or use tax.
Kentucky resident bidders may receive reciprocal preference, and qualified bidders as defined by Kentucky law—including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies serving individuals with severe disabilities—may receive preference equal to 20 or 15 percent of maximum points. Vendors must maintain general liability insurance of $1,000,000 and Kentucky Workers' Compensation Insurance, submitting an ACCORD Certificate within 10 days of notice of award. Vendor registration with the Secretary of State, Kentucky Tax Registration (Revenue Form 10A100), and completion of required affidavits, including an Annual Affidavit regarding compliance with Kentucky campaign finance laws and tax obligations, must be submitted prior to award. All bids must be submitted electronically through the Commonwealth eProcurement system; vendors must be registered in the Vendor Self Service System at least 24 to 48 hours before submission. No specific award value or budget range is disclosed in the solicitation documents. The Commonwealth retains the right to cancel the contract with 30 days' written notice, and any litigation arising from the contract shall be brought in state or federal court in Franklin County, Kentucky.
