About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Military Affairs, issued Request for Bid (RFB) 758 2200000151 for grease lines service at Fort Knox. This procurement seeks a single vendor to furnish material and labor to unhook all automotive grease lines from an equipment room, remove old lines with proper disposal documentation, and install new lines of identical size connected to existing grease reels and pump equipment, including purging the lines and verifying proper operation. The work location is the Department of Military Affairs, 2387 Mates Building, N. Wilson Road, Fort Knox, Kentucky 40121. Bidders are required to conduct a mandatory site inspection and obtain an authorized agency representative's signature on the Site Validation Form (Attachment D) before bid submission; site visits are available September 22 and 29, 2021, from 10:00 AM to 2:00 PM ET by contacting James Otta at (502) 607-1547. All bids must be submitted electronically through the Kentucky Vendor Self Service eProcurement system by October 4, 2021, at 1:30 PM ET, with written questions due by September 23, 2021, at 10:00 AM ET. Award will be determined on a best value basis using evaluation criteria allocating 90 points to price and 10 points to experience (measured in years of service, not to exceed 50 years for evaluation purposes). Successful bidders must possess a valid Kentucky business license, maintain general liability insurance of $1,000,000 and Kentucky Worker's Compensation Insurance, and submit an ACCORD Certificate within 10 days of award notice.

Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders from states offering similar preferences. All bidders must comply with Commonwealth of Kentucky and applicable federal laws and regulations, execute an Annual Affidavit affirming compliance with Kentucky campaign finance laws, tax registration requirements, and restrictions on boycotts of open trade jurisdictions, and submit any required affidavits and Equal Employment Opportunity forms. Pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed, with vendors bearing all shipment and freight costs, and must exclude Federal Excise Tax and Kentucky Sales or Use Tax; all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. The Commonwealth reserves the right to cancel the contract with 30 days' written notice. The solicitation documents do not specify a unit cost, line total, or contract award value, indicating that pricing will be determined through the competitive bidding process based on vendor responses to all required line items.
