About this opportunity
Workforce Solutions Alamo (WSA), the regional workforce board serving a 13-county area in Texas including Bexar, Comal, and Guadalupe counties, has issued Request for Qualifications (RFQ) 2026-013 to procure grant development, technical writing, and funding strategy services. WSA seeks qualified firms or individuals to identify, develop, and submit competitive grant applications in support of workforce development initiatives. The scope of services encompasses grant research and funding identification, proposal development, budget development and compliance assistance, grant submission coordination, and grant management support. Key deliverables include monthly reports identifying funding opportunities, completed grant proposals ready for submission, grant submission tracking logs, proposal narratives and supporting materials, and grant calendars outlining critical deadlines. Minimum qualifications require three years of experience within the last five years providing grant writing services specifically for workforce development, education, or public sector programs, along with demonstrated knowledge of federal and state workforce funding programs. Proposals are due by May 19, 2026, at 2:00 PM CST, with questions required to be submitted by May 12, 2026. The contract term is anticipated to run from June 2026 through May 2027, with one optional one-year renewal period not to exceed two years. Evaluation criteria include organizational capacity and experience (30 points), qualifications (25 points), service approach and methodology (20 points), past performance and references (15 points), budget and cost effectiveness (10 points), and VetHUB certification (5 bonus points), with a minimum score of 70 points required for consideration.
The RFQ does not specify explicit set-aside designations or restrictions limiting organizational types; however, VetHUB certification is available as a 5-point bonus consideration in the evaluation process. No incumbent vendors or current contractors are identified in the procurement documentation. Pricing must be submitted as an all-inclusive hourly rate on Attachment B, with WSA reserving the right to negotiate pricing and level of effort with the selected respondent. The contract is funded by the Texas Workforce Commission and subject to federal regulations including OMB Uniform Guidance at 2 CFR Part 200. WSA reserves the right to award on an Indefinite Delivery Indefinite Quantity (IDIQ) basis with no guaranteed minimum volume, and any approved renewal period price increases are limited to three percent annually with written justification and approval. Contract continuation and funding levels are contingent upon availability of funds, satisfactory performance, and compliance with contract requirements.
