About this opportunity

The City of Waxahachie, located in Ellis County, Texas, is soliciting sealed bid proposals for the Grand Avenue Pavement and Striping Improvements project through a competitive procurement process. The project encompasses a comprehensive pavement rehabilitation effort involving a 2" HMAC Mill and Overlay of approximately 5,800 square yards of pavement along Grand Avenue, extending from Main Street to the railroad track. Specific deliverables include full pavement reconstruction, new pavement striping, and signage installation. Bidders must submit comprehensive proposals that address seven primary pay items: mobilization, traffic control, project signs, HMAC mill and overlay, full reconstruction asphalt section, pavement markings, and signage. The procurement requires bidders to complete multiple mandatory forms, including a Bidder's Signature Response Form, House Bill 89 Verification Form, and Conflict of Interest Questionnaire. Sealed bids will be received until May 15, 2024, at 2:00 p.m. Central Standard Time, with a public bid opening scheduled for 2:05 p.m. the same day in the Mean Green conference room of the Charles Beatty Municipal Services Building. The project is designed for rapid completion, with substantial completion required within 45 calendar days and final completion within 60 calendar days of work order issuance.

While no specific set-aside designations or restrictions for disadvantaged enterprises are explicitly noted in the documents, bidders must provide a 5% bid bond or cashier's check and demonstrate comprehensive insurance coverage, including commercial general liability, business auto liability, and workers' compensation. The project will be awarded to the lowest acceptable bid from a qualified bidder, with wage rates conforming to Davis-Bacon Act and Texas prevailing wage requirements. Bidders must also submit a Contractor Utilization Plan and comply with executive orders related to minimum wage and worker protections. Though no specific budget range is provided, contractors should be prepared to handle a project involving approximately 5,800 square yards of pavement improvement with multiple complex reconstruction elements. All official notifications, addenda, and bidding documents are exclusively available through the OpenGov procurement website (https://procurement.opengov.com/portal/waxahachie-tx), which serves as the primary platform for bid information and submission.
