About this opportunity

The Georgia Department of Administrative Services (DOAS) Office of Fleet Management is procuring a scalable GPS Telematics solution through an eRFP to monitor and optimize the State's decentralized fleet operations. The procurement is structured in two phases: Phase 1 is a proof-of-concept pilot covering approximately 5,000 administrative vehicles (sedans, SUVs, and light-duty trucks under 9,000 lbs. GVWR), while Phase 2 will expand the solution statewide to up to 20,000+ additional vehicles of varying sizes and types, contingent upon successful pilot outcomes and DOAS Commissioner approval. The selected supplier must provide comprehensive end-to-end services including GPS device installation, system implementation, software, training, monitoring, and reporting throughout a one-year pilot period for Phase 1, with Phase 2 completion required within one calendar year of approval. Key objectives include evaluating cost-saving benefits and operational improvements through established Key Performance Indicators, with the supplier and OFM collaborating to publish findings after the pilot year concludes. Deliverables encompass all necessary personnel, equipment, software licenses, user training, and ongoing technical support for device deployment and performance monitoring. The bidders' conference is scheduled as a mandatory informational meeting on March 19, 2026, at 9:00 AM EST via Microsoft Teams (link: https://events.gcc.teams.microsoft.com/event/a361a591-3af1-478f-a90a-41c6b96269c4@512da10d-071b-4b94-8abc-9ec4044d1516), though attendance is strongly encouraged rather than strictly required. Proposals are due by April 13, 2026, and interested parties should contact Jessica Sherman, the issuing officer, at 404-656-9469 or Jessica.sherman@doas.ga.gov for clarifications or additional information regarding vehicle specifications available in Attachment P.

The solicitation documents do not explicitly identify set-asides for disadvantaged enterprises, minority-owned businesses, or other restricted vendor categories, nor do they specify restrictions on organization types eligible to respond. No incumbent vendors or current contractors are referenced in the available documentation. Similarly, no existing technology platforms, infrastructure requirements for integration, or compatibility standards with current state systems are detailed in the provided materials. The procurement documents do not disclose estimated award values, budget ranges, or contract value projections for either phase, leaving financial terms subject to proposal evaluation and negotiation. Prospective bidders should review the complete solicitation package, including Attachment P for vehicle fleet details and other referenced attachments, to fully understand evaluation criteria and technical specifications that may influence proposal development and pricing strategies.

Opportunity text

The purpose of this eRFP is to solicit proposals for a scalable GPS Telematics solution for the State of Georgia¿s decentralized fleet. Implementation of the solution will include two phases. Phase 1 will be a proof-of-concept pilot involving approximately 5,000 administrative vehicles, including sedans, SUVs, and light-duty trucks (under 9,000 lbs. GVWR) as identified by the Georgia Department of Administrative Services (DOAS) Office of Fleet Management (OFM). See Attachment P for vehicle information. The objective of the pilot is to evaluate the benefits and cost-saving potential of implementing GPS Telematics. Upon completion of device installation, system implementation and training, the supplier and OFM will compile data for one year based on Key Performance indicators included in Section 4.0 of this document after which the OFM, in collaboration with the supplier will publish a summary of findings. The selected Supplier will be responsible for providing all personnel, equipment, software, training, and services required to install, monitor, and report on the GPS devices and diagnostics throughout the pilot period of one full calendar year. Phase 2 will be dependent upon successful pilot results and the DOAS Commissioner¿s final approval. This phase will be full statewide expansion to the remainder of the vehicles in the State¿s fleet of up to 20,000 + vehicles. Vehicles include cars, light, medium and heavy-duty trucks, buses, vans and SUVs. The selected Supplier will be responsible for providing minimally the same resources as those included in Phase 1 to effectively accomplish full expansion to the remainder of the state fleet within one calendar year of approval.
