The procurement seeks six Garmin Alpha 200i Dog Tracking Handheld units capable of inReach Technology with minimum 3.5-inch touchscreens, Birdseye Satellite Imagery, topographical maps, and the ability to track a minimum of 20 dogs for 9 miles; six Garmin Huntview Plus Preloaded microSD Cards for West Virginia; two GPS Suction Cup Mounts compatible with Garmin devices for dashboard windshield car holders; and two Garmin Drivetrack 71 in-vehicle dog tracking and GPS navigator units with minimum 6.5-inch screens capable of communicating with handheld devices. Contract award shall be made to the vendor offering the lowest overall total cost meeting all mandatory specifications, and vendors may submit "or Equal" product alternatives with detailed manufacturer specifications and documentation demonstrating equality to specified models, subject to potential bid disqualification for inadequate supporting documentation. Delivery is required within 20 working days of purchase order receipt to Huttonsville Correctional Center in Huttonsville, West Virginia, with all items delivered F.O.B. destination and all shipping and delivery charges included in final pricing. Critical deadlines include a vendor question deadline of January 24, 2022, a mandatory pre-bid meeting (attendance required or automatic bid disqualification), and bid closing on January 31, 2022, at 4:00 p.m., with bids opening February 1, 2022, at 10:00 a.m. EST. Vendors must submit bids electronically through wvOASIS or deliver signed bids to Ashley J. Mong, the buyer, and must acknowledge receipt of any addenda issued with the solicitation.
The solicitation documents do not identify any set-aside designations, incumbent vendors, or restrictions limiting responses to disadvantaged or minority-owned enterprises. Prior to contract award, the successful vendor must be properly registered with the Agency and provide performance bonds and labor/material payment bonds in amounts equal to 100% of contract value, along with proof of appropriate insurance coverage. Vendors must also complete and submit a notarized Purchasing Affidavit establishing that neither the vendor nor related parties (defined as entities with five percent or greater ownership or contractual interest) have outstanding monetary obligations to the state or political subdivisions, including tax debts exceeding one thousand dollars in aggregate or employer default status. Vendors are responsible for all applicable sales, use, and personal property taxes, and payment shall be made only after delivery and acceptance of goods according to West Virginia state payment procedures, with electronic funds transfer or purchase card payment required. The solicitation documents do not specify an overall contract value, budget range, or unit prices, as vendors are required to complete the state-provided pricing exhibit with individual unit costs for evaluation purposes.
