About this opportunity

The Town of Groton, Connecticut, issued Request for Proposal 26-08 on January 21, 2026, for the procurement and implementation of a comprehensive Golf Management Software solution for Shennecossett Golf Course. The solicitation seeks a complete, turnkey SaaS platform that provides customer management, registration, point of sale processing, reporting, program management, and accounting functions accessible via mobile and web interfaces. Required deliverables include tee time reservation capabilities with real-time availability updates, support for multiple payment methods, detailed revenue metrics reporting, membership and season pass management functionality, and integration with the Town's existing Tyler Technologies Enterprise ERP system. The vendor must comply with Web Content Accessibility Guidelines 2.1 AA standards, maintain PCI Data Security Standard compliance, and obtain SOC 2 Type II certification. Key qualifications require vendors to demonstrate five years of continuous experience implementing golf management solutions for organizations of similar scope and size, provide at least three references from successful implementations at continental U.S. golf courses within the last three years (preferably in the Northeast), and ensure system availability of 99.995% with response times under one second 95% of the time. Sealed proposals must be submitted in two hard copies plus one electronic copy to Karl Klein, Purchasing Agent, no later than 12:00 p.m. on February 13, 2026, with the Town anticipating go-live in 2026 and requiring one year of post-implementation support through April 2026 followed by five additional years of support at pre-determined rates. The initial contract term is five years with automatic annual renewal unless terminated by either party with 30 days' notice.

The Town has implemented a local vendor preference policy allowing qualified local vendors submitting bids within 5% of the lowest bid to match that price and receive the award. No specific bid deposits or performance bonds are required. All vendors must certify compliance with Equal Employment Opportunity requirements, Americans with Disabilities Act standards, and confirm they are not delinquent on any Town property taxes or fees. Vendors must structure subscription fees in payment milestones aligned with implementation phases rather than requiring prepayment for full deployment periods, with the Town retaining the right to withhold full subscription and service charges until production go-live is completed. Pricing must be inclusive of all shipping, installation, training, consulting expenses, and delivery charges, and the vendor must provide disaster recovery and failover capabilities without manual intervention. No estimated contract value or budget range has been disclosed in the available solicitation documents, and no incumbent vendor or current contractor information has been specified.
