About this opportunity
The Commonwealth of Kentucky, through the Department of Parks Finance and Administration Cabinet, is soliciting bids for a Master Agreement to supply golf course chemicals under Request for Bid (RFB) 758 2600000589. The procurement encompasses six product groups from major manufacturers: BASF (16 products), ENVU (27 products), NUFARM (15 products), PBI Gordon (19 products), SEPRO (16 products), and Syngenta (41 products). All products must be registered for use on golf course turf and include fungicides, herbicides, insecticides, algaecides, growth regulators, and turf colorants with specific EPA registration numbers. Vendors may bid on any one group, a combination of groups, or all groups, provided they submit pricing for all items within any selected group. Bidders must submit completed Bid Price Sheets with unit prices and delivery timeframes for each product line item, with quantities ranging from 1 to 486 units depending on the chemical, and all pricing must include shipping and delivery charges on an F.O.B. Destination Freight Prepaid and Allowed basis. The solicitation was released on May 13, 2026, with written questions due by May 19, 2026 at 10:00 AM Eastern Time and bids closing on May 27, 2026 at 1:30 PM Eastern Time. Bidders must provide product labels within three days of request by the buyer, and no contract award will be made without labels for all products bid. The evaluation will utilize a best value approach with Price weighted at 90 points and Delivery weighted at 10 points. Deliveries may be made to thirteen Kentucky state parks, with invoices submitted to the Kentucky Department of Parks, 500 Mero Street, 5th Floor, Frankfort, Kentucky 40601.
Kentucky resident bidders will receive reciprocal preference against nonresident bidders registered in states offering preference to their own residents, and vendors claiming resident bidder status must submit a notarized affidavit attesting that they are authorized to transact business in Kentucky and have maintained corporate income tax filings, unemployment insurance fund payments, and workers' compensation coverage for at least one year prior to the contract advertisement date. Qualified bidders, including Kentucky Correctional Industries and nonprofit corporations or qualified nonprofit agencies serving individuals with severe disabilities under Kentucky Revised Statutes Chapter 163 and KRS 45A.465(3), will receive preference equal to 15 to 20 percent of maximum points; qualified nonprofit agencies must employ individuals with severe disabilities for at least seventy-five percent of direct labor hours. All bidders must submit proof of required insurance coverage including Commercial General Liability of at least $1,000,000 per occurrence and $2,000,000 aggregate prior to award, complete Kentucky Tax Registration Form 10A100, and foreign entities must provide a Certificate of Authority from the Secretary of State. The initial contract period is one year from the date of award, with an optional renewal period of four additional two-year periods subject to written approval by all parties and potential renegotiation of terms; price increases are not permitted during the first twelve months of the contract, and thereafter vendors may request increases based on industry-wide price changes with 30 days' written notice and supporting documentation. No specific budget range or award value is disclosed in the solicitation documents; however, the magnitude of the procurement encompasses multiple product groups with quantities in the hundreds for certain items, suggesting a significant total contract value.
