About this opportunity
The Utah Inland Port Authority (UIPA) is soliciting proposals for advertising strategy, media buying, and creative services under RFP GJ27-125, with questions due November 12, 2026 at 4:00 p.m. MT and proposals due November 19, 2026 at 5:00 p.m. MT through the U3P/Bonfire portal. No set-aside applies. The Division of Purchasing is not the issuing unit, and the award will not be posted on the state website; vendors must contact the designated UIPA individual for award information.
The solicitation has two independent categories: Category 1 covers advertising strategy, media buying, and campaign management, and Category 2 covers creative and graphic design. Offerors may bid on either or both, and UIPA anticipates one contract per category. Work supports UIPA regional project areas, including PortSLC (the Salt Lake City Northwest Quadrant), with a primary focus on communicating Utah's industrial and logistics advantages to site selectors, real estate professionals, and business executives in advanced manufacturing, life sciences, aerospace and defense, and logistics. Mandatory minimums include ten years of professional experience in substantially similar services, demonstrated capability in each proposed category, and E-Verify registration. Required insurance includes commercial general liability of $1 million per occurrence and $3 million aggregate, and commercial automobile liability of $1 million combined single limit if applicable. UIPA owns all deliverables exclusively, with contractor pre-existing materials licensed to UIPA on a perpetual, royalty-free, non-exclusive basis.
Evaluation proceeds in four stages. Technical proposals are scored out of 800 points per category, with a minimum of 560 points required to advance. Optional interview presentations, worth up to 400 points per category, are anticipated on December 9, 2026. The cost proposal is submitted separately using the Appendix C template and requires a blended hourly rate per category; the lowest total blended rate receives 150 points, and other proposals receive proportional points. Rates must remain valid for two years and may not increase during the initial two-year term without at least 30 days' notice, supporting market analysis, and UIPA approval. Pricing is public information and cannot be claimed as confidential, though non-pricing portions may be protected on request.
