About this opportunity
Sandy City is requesting proposals for employee benefits advisor and consulting services, with proposals due November 4, 2026 at 11:00 a.m. (MT) and questions due by November 2, 2026 at 11:00 a.m. (MT). Submissions and inquiries are handled through the Sandy City ionwave portal.
The scope encompasses comprehensive benefits advisory support: evaluation of employee health insurance preferences, employee education on insurance plans, open enrollment assistance, recommendations on benefit options and cost control measures, procurement of insurance plans, securing and evaluating renewal estimates (with required delivery by March 1 annually), liaison services between the City, employees, and insurance providers, analysis of usage data and trends with the City's on-site health clinic vendor, contract compliance verification, and advisory services on regulatory, legislative, and market developments. The City prefers proposals indicating willingness to accept full responsibility for functions rather than limiting services to specific hours.
Compensation will be provided on a flat, fee-for-service basis paid directly by Sandy City, with no commissions on non-voluntary products. The City prefers to avoid commissions on voluntary products; bidders must explain any situations where commissions on voluntary insurance products are deemed necessary and must provide separate pricing proposals.
Evaluation is weighted: cost (40 points), services offered (20 points), references (15 points), experience and qualifications (10 points), experience with on-site health clinics (5 points), and philosophy, innovation, and track record for cost savings (10 points). The evaluation committee may award additional points following presentations or interviews. Sandy City reserves the right to conduct self-representation if deemed in its best interest.
Proposals are limited to 25 pages, with sample work products accepted as supplementary materials. A single file upload is limited to 1 gigabyte.
