About this opportunity

Wasatch Front Waste and Recycling District is requesting proposals for Materials Recovery Facility processing, marketing, and related services for single-stream recyclables, with proposals due October 28, 2026 at 5:00 p.m. Mountain Time and questions due October 7, 2026.

The District seeks qualified MRF owner/operators to receive, sort, process, recover, and market residential curbside and special-services single-stream recyclables collected throughout Salt Lake County, Utah. The service area encompasses approximately 86,500 residential households. In 2025, the District collected and delivered approximately 18,500 tons of residential curbside and 500 tons of special-services single-stream recyclables. The District makes no guarantee of minimum or maximum material quantities and reserves the right to allocate recyclables among multiple awarded contractors based on operational needs, cost, transportation efficiencies, processing capacity, service reliability, and overall best value.

The contract term is three years beginning January 1, 2027 and ending December 31, 2029, with two optional two-year extension periods available for a maximum potential term of seven years. The District intends to award one or more contracts.

Cost proposals must include a base processing fee per ton and a revenue-sharing model based on actual market value or a published index such as Official Board Markets or Recyclingmarkets.net. The District will not accept pricing modifiers or add-ons such as fuel surcharges or excess contamination charges. The selected contractor must conduct material composition audits at minimum quarterly for each city or service area at its sole expense, with results provided within ten business days. The contractor bears documented incremental costs incurred by the District for material diversion to alternate facilities if the contractor cannot accept District material for more than forty-eight consecutive hours due to reasons within the contractor's reasonable control, excluding Force Majeure events.

Evaluation criteria are technical approach and processing methodology (20 points), contractor qualifications and experience (15 points), facility capacity, reliability, and contingency planning (15 points), reporting, sustainability, and innovation (5 points), and cost proposal/overall value (45 points). The District reserves the right to conduct virtual interviews, site visits, and request presentations or clarifications.
