District Background
The Wasatch Front Waste & Recycling District (WFWRD or "District") is a special district and political subdivision of the State of Utah, organized and operating pursuant to Title 17B of the Utah Code. The District is governed by an appointed
Board of Trustees representing the cities, towns, and unincorporated areas it services throughout its defined service area in Salt Lake County, and is committed to providing reliable, efficient, and environmentally responsible solid waste and recycling services. The day-to-day administrative and operational functions of the District are led by a Board-appointed General Manager.
As a political subdivision of the State of Utah, the District is subject to applicable provisions of the Utah Procurement Code, Utah Code Title 63G, Chapter 6a. If this RFP conflicts with an applicable provision of the Utah Procurement Code, the Utah
Procurement Code shall control.
The District operates as an enterprise fund, with service costs funded through user fees rather than property taxes. This business model emphasizes long-term financial sustainability, operational efficiency, and responsible stewardship of public resources while maintaining high-quality customer service.
Service Area
The District currently provides residential waste and recycling collection services to approximately 86,500 residential households throughout Salt Lake County, including incorporated municipalities, and unincorporated service areas.

3) COST PROPOSAL-PROPOSED FEES
The Cost Proposal must be submitted separately from the Technical Proposal.
Offerors shall not include pricing, rates, fees, or other cost information anywhere in the Technical Proposal.
Offerors shall submit a cost proposal which includes a base processing fee per ton of single-stream recyclables delivered by the District along with a proposed revenue sharing model(s). Base processing fees must include all costs associated with the performance of the services specified, including materials, supervision, labor, insurance, transportation, delivery, fuel or other surcharges, demurrage, and related costs. The District will not accept nor consider pricing modifiers or add-ons such as fuel surcharges or excess contamination charges. All prices and fees must be in U.S. dollars.
Clearly identify all assumptions, adjustment mechanisms, escalation provisions, index sources, timing conventions, and other factors that may change the processing fee or revenue share during the contract term. Explain how the proposed pricing structure supports transparency, administrative efficiency, price stability, and long-term value to the District.
The District realizes the value of recyclable commodities and desires to evaluate two revenue sharing scenarios1:
1) Actual market value of recyclable material. Offeror will submit a cost/price per ton based on actual market value of commodities as determined from the actual price that they receive for the finished recycled material.
Variable rate/fee structures may be submitted. All fees and cost structures will be considered and evaluated on their own merits.
2) Based on a published index, such as the Official Board Markets (OBM), “Fastmarkets RISI PPI PPW Recovered Paper Price Watch” (just to be current) for fiber-based commodities and Recyclingmarkets.net/
Secondary Materials Pricing for non-fiber commodities. The Offeror will propose the index and submit a cost/price per ton based on published value of commodities. Variable rate/fee structures may be submitted.
Identify the frequency of changes to the prices, up and down, based on changes to the index. All fees and cost structures will be considered and evaluated on their own merits.
1 Revenue sharing scenarios should be based on monthly models that are subject to market-based adjustments and material composition audits. Months, for the purposes of these models, must include the first and last day of a month and shall not be adjusted outside of these timeframes.
15 WFWRD Recyclables Processing RFP (2026)

i. Selected Offeror and District shall mutually agree on dates and times to conduct the materials audits.
ii. Selected Offeror and District shall mutually agree on loads to be included in the materials audits.
iii. Material composition audits shall be conducted, at a minimum, quarterly, for each city or service area serviced by the District, unless otherwise agreed to in writing by the District.
iv. The Contractor shall provide the District with no less than twenty-four
(24) hours’ advance written notice of each material composition audit.
District personnel and/or the District’s designated representative shall be permitted to be present and observe the sampling, sorting, weighing, classification, and documentation of all audited material.
v. Material composition audit results will be provided to the District no later than ten (10) business days following each occurrence. Audit reports must identify the date, time, truck number, route, and service area along with the total weight of all materials audited and the composition by weigh and percentage of material commodity, including contamination and/or residue.
vi. The contractor shall maintain a running average of the material commodity audit composition results and report the overall average percentage of individual material by city or service area along with the data provided with each individual audit report.
vii. Audit reports containing outliers shall be reviewed by both parties and contractor shall agree to removing individual audit reports that contain significant outliers from running average calculations by city or service area.
5) OTHER REQUIRED INFORMATION
A. Exceptions. Any exceptions to any of the terms, conditions, or requirements of this Request for Proposal or the attached District
Terms and Conditions must be identified and included.
