About this opportunity

The Point of the Mountain State Land Authority is soliciting proposals from qualified master developers for the River District For-Sale Housing Stage II Part I project in Draper, Utah, with Part 1 questionnaire responses due October 16, 2026, at noon Mountain Time and questions due September 30, 2026, at 5:00 PM Mountain Time. This is a two-stage, value-based competitive selection limited to 13 pre-qualified teams: Cole West, DAI/Candlelight Homes, DR Horton, Edge Homes, Fieldstone Homes, Flagship Homes, Garbett Homes, Ivory Development LLC, Larry H. Miller Real Estate, Lennar Homes of Utah, Nilson Homes, PulteGroup, Toll Brothers, and Visionary Homes.

The scope encompasses master development strategy and housing product proposals for approximately 50 acres of residential development within the River District framework, including single-family dwelling units across multiple price points, lot sizes, vertical construction costs, delivery timelines, and sell-out projections. Proposals must address eight guiding principles: innovation and economic growth, housing attainability and homeownership facilitation across income levels, optimal density, neighborhood character and walkability, parks and open space allocation, revenue generation timelines and deal structures, sustainability and energy efficiency, and overall community design. Developers must submit floor plans, elevations, renderings, prior built-project examples, and a single file not exceeding 1 gigabyte.

Evaluation uses three criteria: land value (40 points), innovation and design (40 points), and home price attainability (40 points), totaling 120 possible points. The four highest-scoring teams from Part 1 advance to Part 2 interviews and presentations scheduled November 19–20, 2026, with Master Developer selection targeted for December 2026. The anticipated project timeline includes River District horizontal construction beginning July 2027 and vertical construction starting March/April 2028. The selected developer and builder teams will establish and fund the homeowner-facing HOA, CC&Rs, and initial reserve funding. Standard terms and conditions require workers' compensation insurance with statutory limits, commercial general liability of not less than $1 million per occurrence/$3 million aggregate, and compliance with Utah employment law and E-Verify requirements for Utah-based employees. All work product becomes work made for hire with full ownership transfer to the State Entity.
