About this opportunity

The Long Beach Public Utilities Department is soliciting proposals for GIS Utility Network migration services under RFP UD-25-246, with proposals due May 7, 2025. All proposers must be ESRI Partner Companies certified in Utility Network with UN-certified staff or equivalent qualifications. A 10-point local preference applies to Long Beach-based businesses with current business licenses and seller's permits; an additional 5 points are awarded for brick-and-mortar locations.

The scope encompasses migration of existing Geometric Network data and implementation of ESRI Utility Network data models for LBPUD's Water Distribution, Wastewater Collection, and Gas Distribution systems. Seven primary tasks include general administration and meetings, identification of business objectives and data gaps, data model design and migration, third-party application integration, implementation planning, final network migration, and comprehensive documentation. Two optional tasks cover LiDAR elevation data incorporation and six months of post-implementation support. The project timeline is estimated at 24 months with no specified go-live date. LBPUD currently utilizes ArcGIS Desktop 10.8.2, ArcGIS Pro 2.9, and ArcGIS Enterprise Portal 10.9.1, with water and sanitary sewer data hosted in Microsoft Azure and gas data on-premise in SQL Server. The Recycled Water system has already been migrated to Utility Network. Potable water will migrate into that existing utility network database. Data cleanup for water and sewer is substantially complete.

Compensation is Time and Materials not-to-exceed basis, with hourly rates plus reimbursable expenses (no mileage or computer equipment reimbursement). LBPUD will neither furnish comprehensive current-state documentation nor reimburse travel costs. Project team personnel face no geographic restrictions; offshore resources are permissible. The selected consultant enters a two-year agreement with potential extension. Proposals are evaluated on a 100-point scale: Approach (40 points), Experience (30 points), and Price (30 points). Questions are due April 9, 2025 at 11:00 AM Pacific, with responses posted April 15 at 3:00 PM. Proposals must not exceed 120 pages (excluding index, table of contents, tables, charts, and graphics) with 10-point minimum font. Eight proposals were received and evaluated. DCSE, Inc. is the apparent awardee as of June 25, 2025, followed by NV5 Geospatial, Inc., Timmons Group, Langan, Cultivate Geospatial Solutions LLC, SSP Innovations LLC, Utility Data Contractors LLC, and TRC Companies Inc.
