Request for Proposal Summary

This is a Request for Proposal (RFP) issued by the Long Beach Public Utilities Department (LBPUD) for Geographic Information Systems (GIS) Utility Network Migration services. The Department seeks proposals from Utility Network-certified Environmental Systems Research Institute (ESRI) Partner Companies to migrate existing Geometric Network data and implement an ESRI Utility Network (UN) data model for LBPUD's Water Distribution, Wastewater Collection, and Gas Distribution systems. The project encompasses seven primary tasks including general administration and meetings, identification of business objectives and data gaps, data model design and migration, third-party application integration, implementation planning, final network migration, and comprehensive documentation. Two optional tasks include elevation data incorporation from LiDAR sets and six months of post-implementation support. The deadline for submitting questions is April 9, 2025 at 11:00 AM, with responses posted by April 11, 2025 at 3:00 PM. Proposals must be submitted electronically via the Long Beach Buys portal by April 21, 2025 at 11:00 AM. The selected consultant will enter into a two-year agreement with potential for extension. All proposals become public record following Board of Public Utilities Commissioners approval.

Compensation will be based on hourly rates plus reimbursable expenses up to a maximum fee established through negotiations, with no markup permitted on reimbursable items or subconsultant fees. LBPUD will neither reimburse mileage nor computer equipment costs. The Department has applied local preference provisions offering five additional credit points to Long Beach-based businesses with current business licenses and seller's permits, plus an additional five points for brick-and-mortar locations. LBPUD currently utilizes ArcGIS Desktop 10.8.2, ArcGIS Pro 2.9, and ArcGIS Enterprise Portal 10.9.1, with water and sanitary sewer data hosted in Microsoft Azure and gas data on-premise in SQL Server. The Recycled Water system has already been migrated to Utility Network. Proposals will be evaluated on a 100-point scale comprising Approach (40 points), Experience (30 points), and Price (30 points). The City reserves the right to reject any or all proposals, negotiate with selected consultants, and award to multiple consultants if deemed in the Department's best interest.
