About this file
This is a Notice of Intent to Award issued by the Long Beach Public Utilities Department (LBPUD) on June 25, 2025, regarding a Request for Proposal (RFP) for GIS Utility Network Migration services. The LBPUD received and evaluated eight proposals based on responsiveness to all questions, evaluation criteria, and requirements outlined in the RFP. The document does not specify quantities, response dates, due dates, site visits, or bidder conferences. The LBPUD intends to award the contract to DCSE, Inc., ranked first among the eight vendors evaluated. The notice indicates that this intent to award does not constitute a final contract award, and the selected vendor will receive a formal contract from the LBPUD before any purchases commence.
The document does not provide information regarding pricing terms, set asides, incumbent contractors, funding sources, or contract amounts. The LBPUD's evaluation approach prioritizes the best interests of the department rather than the lowest-priced proposal, and all proposals were kept confidential until the award determination. The complete ranking of vendors is provided, with NV5 Geospatial, Inc. ranked second, followed by Timmons Group, Langan, Cultivate Geospatial Solutions LLC, SSP Innovations LLC, Utility Data Contractors LLC, and TRC Companies Inc in ranks three through eight, respectively.
