About this opportunity
The Commonwealth of Pennsylvania, specifically the State Police Department, is seeking lawn maintenance services for Troop E located in Girard, Erie County. The procurement is a competitive solicitation for comprehensive lawn care maintenance, including weekly mowing, shrub and tree trimming, weed control, and debris removal. Prospective vendors must complete a mandatory site visit and obtain a signed Proof of Visit Form from the Station Commander, which must be submitted with their electronic bid through the PA Supplier Portal. Key deliverables include maintaining the facility grounds to specified standards, with an estimated contract start date of June 1, 2024. Bidders are required to complete a detailed cost matrix, submit a Worker Protection form, and adhere to all specifications outlined in the bid documents. Important dates include a May 7, 2024 deadline for submitting written questions to RA-SPPSPBIDS@pa.gov, and a bid submission deadline of May 10, 2024. The initial contract term is one year, with potential for up to four additional annual renewals.
The procurement is specifically set aside for small businesses, with electronic bid submissions being the only acceptable method of response. Vendors must be registered on the PA Supplier Portal (www.pasupplierportal.state.pa.us) to participate in the bidding process. The Commonwealth reserves the right to terminate the contract or reject any bids that do not meet the specified requirements, including the mandatory Worker Protection and Investment Certification. While no specific budget range is explicitly stated, the cost matrix provides a framework for vendors to submit their pricing for monthly services. Bidders must demonstrate compliance with Pennsylvania state labor laws, including the Construction Workplace Misclassification Act, Minimum Wage Act, and Prevailing Wage Act. Failure to provide accurate certification could result in contract termination and potential three-year ineligibility for future state contract bids. The procurement allows for competitive pricing and provides the Commonwealth flexibility in selecting the most responsive and responsible bidder for the lawn maintenance services.
