About this opportunity

The Georgia World Congress Center Authority is requesting proposals for GESPC II Project commissioning services, with responses due August 27, 2026. A strict communication restriction is in effect: interested firms are prohibited from communicating with Authority staff, GWCC officials, consultants, or their representatives regarding this solicitation or scope from advertisement through final award, except through formal question submission processes or existing work agreements. Finalists and apparent awardees are further restricted from making public statements or press releases about their selection; violation subjects the offending respondent to rejection.

The scope covers commissioning services across five phases: Design Review and Commissioning Plan development, Construction Phase Services, Functional Performance Testing, Training Verification with Documentation and Final Commissioning Report, and Seasonal Testing and Warranty Review. The underlying project involves Building C chilled water plant upgrades including replacement of water-cooled chillers (three Trane CVHF units: one 1,300-ton at 4160V and two 1,000-ton units at 480V), replacement of hydronic and heating hot water pumps (Bell & Gosset manufacture), new variable frequency drives with electronic bypass capability, refrigerant monitoring panels compatible with R-514A refrigerant, electromagnetic insertion flowmeters, and integration with building automation direct digital controls. The project also encompasses controls upgrades across Buildings A, B, and C at 285 Andrew Young International Boulevard NW in Atlanta, Fulton County, Georgia, including air handling unit controls with variable frequency drives, damper modulation, humidity controls, and CO2 monitoring.

Proposals must identify the commissioning team lead with relevant certifications and any additional team members, specify the number of site visits for each phase, and submit lump-sum fees for each of the five phases with a combined total. Respondents must provide hourly rates for additional services (Lead Commissioning Agent, Senior Commissioning Agent, Project Engineer, Controls Specialist, Administrative Support) and document assumptions and exclusions. All proposed fees must remain valid for ninety days from submission. Routine business expenses are expected to be incorporated into the proposed fee; reimbursable travel, lodging, and other items may be separately identified.
