SCOPE OF SERVICES BY PHASE
The selected Commissioning Authority (CxA) shall provide comprehensive, independent commissioning services across all ECMs and FIMs included in the GESPC II project.
The CxA shall coordinate closely with GWCCA, the Owner’s Representative, the ESP, design professionals, and contractors, while maintaining independent authority to validate system performance.
During the IGA, Trane developed a comprehensive commissioning plan (Schedule N or the IGA Report), that defined the expected commissioning requirements based on system type and ECM. In addition, Trane performed Baseline Commissioning as part of the IGA. Pre-functional testing was performed on a statistical sample set of existing HVAC equipment. This report was submitted as Appendix J of the IGA
Report and includes functional testing checklists and other valuable commissioning documents. It is expected that the chosen bidder will take these documents and use them as the basis for the commissioning efforts of this project.
General Responsibilities
• Act as an independent advocate for GWCCA to ensure systems perform in accordance with the
Owner’s Project Requirements (OPR)
• Develop and maintain a Commissioning Plan based on the baseline commissioning report developed by Trane during their IGA effort.
• Establish commissioning procedures, documentation standards, and communication protocols
• Lead commissioning meetings and coordinate all commissioning activities
• Maintain a comprehensive issues/deficiency log and track resolution
Design & Pre-Construction Phase Services
• Review Owner’s Project Requirements (OPR) and Basis of Design (BOD)
• Review design documents for completeness, coordination, and commission ability
• Provide written review comments at each design milestone (design has already been progressed to
30-50% during the IGA effort by Trane).
• Develop preliminary commissioning specifications and requirements based on the baseline commissioning report developed by Trane during the IGA effort.
• Identify potential risks to system performance and energy savings
• Review and provide input on construction phasing and operational constraints
Construction Phase Services
• Review contractor submittals for commissioned systems
• Review and Revise pre-functional checklists provided by equipment vendors and/or installing contractors
• Verify installation of systems and equipment
• Coordinate with Test & Balance (TAB) and Trane functional testing activities (comprehensive
TAB report to be provided by Trane)
• Conduct site inspections and periodic field observations
• Witness equipment startup and system integration on a representative sample set of equipment.
The Commissioning Agent will not be required to witness startup and system integration for every piece of new/renovated HVAC equipment and controls, but should witness a 20% sample of each major equipment type.
• Coordinate commissioning activities in a fully operational facility environment
Functional Performance Testing (FPT)
• Develop detailed functional test procedures defined by Trane during the IGA and provide feedback where appropriate
• Respondent shall list the anticipated number of days on-site by a Cx agent overseeing/witnessing
FPTs. FPT plan will require detailed functional performance testing for a sampling of each type of equipment (25%), and CxA will be required to personally witness a sample of actual functional performance tests (25%). The CxA should calculate the estimated required number of days based off these sampling rates. )
• Verify sequences of operation, controls integration, and system responses
• Validate performance under various operating conditions
• Coordinate retesting as required to resolve deficiencies
Building Automation System (BAS) Commissioning
• Review BAS architecture, integration strategy, and network design
• Verify point-to-point checkout and system integration (statistical sample review of point-to-point check out performed by Trane)
• Validate control sequences and optimization strategies
• Confirm system usability, trending, alarms, and reporting capabilities
DELIVERABLES
The CxA shall provide, at a minimum, the following deliverables:

Evaluation of Submittals and Qualifications
Evaluation of submittals and firms’ qualifications will be conducted by a committee consisting of various project stakeholders. Based upon the predetermined rating criteria contained in the RFQ, the committee will assign a composite rating to the deliverables of each statement of qualifications and proposal submitted. Proposers understand and accept that by responding to this solicitation they are willingly participating in a process that consists of some degree of subjectivity on the part of selection committee members in determining the firm(s) capable of providing the best overall solution.
Reciprocal Preference Law
For the purposes of evaluation only, a proposer that resides in the State of Georgia will be granted the same preference over proposers that reside in another State in the same manner, on the same basis, and to the same extent that preference is granted in awarding bids for the same goods or services by such other State to proposers that reside therein. For the purposes of this law, the definition of a resident proposer is one who maintains a place of business with at least one employee inside the State of Georgia.
A P.O. Box address will not satisfy this requirement.
Joint-Venture Proposals
GWCCA does not generally desire to enter into “joint-venture” agreements with multiple Construction
Management firms. In the event two or more firms desire to “joint-venture,” it is strongly recommended that one incorporated firm propose and maintain status as the Construction Management Firm with the remaining firm(s) participating as major consultant(s).
Small and Minority Business Enterprise
It is the policy of the State of Georgia that small businesses, female-owned businesses and minority businesses have a fair and equal opportunity to participate in the State purchasing process. Therefore, the Owner encourages all small businesses, female-owned businesses and minority-owned businesses to compete for contracts to provide goods, services, and construction, and encourages contractors to solicit female-owned businesses and minority-owned businesses in procuring subcontractors and suppliers. This desire on the part of the Owner is not intended to restrict or limit competitive bidding or to increase the cost of the work. The Owner supports a healthy free market system that seeks to include responsible businesses and provides ample opportunity for business growth and development. Contractors and subcontractors who utilize qualified minority subcontractors may qualify for a Georgia state income tax credits for qualified payments made to minority subcontractors. See Official Code of Georgia
Annotated (O.C.G.A.) O.C.G.A. Section 48-7-38.
Statement of Agreement
With submission of qualifications or a proposal, the Proposer agrees that he/she has carefully examined the Request for Qualifications/Proposal, and the Proposer agrees that it is the Proposer’s responsibility to request clarification on any issue(s) in any section of the RFQ/RFP with which the Proposer disagrees or needs clarified. The Proposer also understands that failure to mention these items in the proposal will be interpreted to mean that the Proposer is in full agreement with the terms, conditions, specifications and requirements in the therein. With submission of a proposal, the Proposer hereby certifies: (a) that this proposal is genuine and is not made in the interest or on behalf of any undisclosed person, firm, or corporation; (b) that Proposer has not directly or indirectly included or solicited any other Proposer to put in a false or insincere proposal; or (c) that Proposer has not solicited or induced any person, firm, or corporation to refrain from sending a proposal.
Debarred, Suspended or Ineligible Firms
Contracts will not be executed and bids or proposals will not be solicited or considered from debarred, suspended or ineligible persons or firms during the period of debarment. The list of debarred, suspended or ineligible firms can be located on the Georgia State Financing and Investment Commission’s website at http://www.gsfic.georgia.gov.
